8. PROJECT SUMMARY: The applicant proposes to expand the permitted project by completing
the residential and commercial development adjacent to the inland basin marina. The proposed

Page 2 f. modification includes a 300 slot dry-stack facility, a ships store and office, a lodging facility, retail shops,
a full service restaurant, and 52 single-family lots and 30 multi-family residential units.
9. PROJECT DESCRIPTION
The project site is located adjacent to the Atlantic Intracoastal Waterway, within the existing St. James
Plantation development, off NC Hwy 211, between Southport and Supply, in Brunswick County. The site
is located adjacent to the AIWW, approximately one (1) mile west of Beaver Dam Creek. The St. James
Plantation Development includes over 7,000 acres, of which approximately one-fourth are developed.
A St. James Plantation master development plan submitted with the original application, shows residential
development oriented around three golf courses, two of which are complete. Currently, there is no
CAMA Major Permit for the St. James Plantation development and their future development strategy is
unknown. In 1995, the applicant purchased a 35.9 acre tract and received State Permit #141-95 to
construct only the marina portion of the project. All of the proposed adjacent highground development
was deleted from the project to complete a re-design for the stormwater plan requirements. This proposed
major modification represents the re-designed development plan for the facility.
The property boundaries have been expanded on the east side of the original project. The irregular shape
of the new 40.6 acre tract, includes 1628 linear feet along the AIWW, and averages approximately 1200
feet in depth. The marina basin has been dug and stabilized with a concrete sheet piling bulkhead. The
applicant is currently working on the entrance channel and will soon be removing the earthen plug to
extend the channel to the AIWW. A large portion of the highground area has been disturbed in
conjunction with the clearing, grading, and excavation of the marina basin. The remaining undisturbed
portions of the property are wooded with mature pine/hardwood forest. There is a narrow, discontinuous
coastal wetland fringe along the shoreline of the project area. This border is almost exclusively Smooth
Cordgrass (Spartina alterniflora) growing in patches, on the peat bank substrate, varying from several feet
to 45 feet in width. There are delineated "404 type" wetlands, primarily Phragmites and Eastern
Baccharus, adjacent to the coastal wetlands, along the base of the steep embankment that transitions the
shoreline to highground elevation. This embankment is 4-14 feet high, and is breached by two small
areas of "404 type" wetlands landward of the shoreline in the southeast corner of the property. There is
extensive wooded swamp wetlands west of the project site.
The waters of the Atlantic Intracoastal Waterway, in the project area, are classified SA, by the NC
Division of Water Quality. The waters are CLOSED to the harvest of shellfish. The waters are not
designated as Primary Nursery Area, by the NC Division of Marine Fisheries. The project is within the
extraterritorial planning jurisdiction of the Town of Long Beach.
The applicant proposes to modify his existing marina permit to expand the permitted project by
completing the residential and commercial development adjacent to the inland basin marina. The proposed
modification includes a 300 slot dry-stack facility, a ships store and office, a lodging facility, retail
shops, a full service restaurant, and 52 single-family lots and 30 multi-family residential units. The
marina basin dock arrangement would be reduced from 188 wet slips to 153. The slips would be arranged
along a floating dock around the perimeter of the basin and along two docking piers extending into the
basin from it's northern side. The slip arrangement would include finger piers and mooring pilings. The
marina would service boats up to 50 feet in length. A dry stack facility is planned adjacent to the east
side of the marina. The facility has been enlarged from the original 100 slots to accommodate 300 boats.
The commercial complex, which would include the marina office, ship's store, restaurant and lodging
facility would be located adjacent to the northeast corner of the marina basin. Fuel service and sewage

pump-out facilities would be provided at the fuel docks within the dry stack basin area of the marina.
Above ground fuel storage is planned. Parking for the marina and drystack facility and other commercial
amenities would be adjacent to the ship's store, in the northeastern corner of the property. A second
parking lot for marina users is planned adjacent to the southwest corner of the marina basin. The applicant
proposes to construct a gazebo in the AIWW, adjacent to the east side of the entrance channel. The
gazebo would be 20 feet square and would be accessed from the concrete sidewalk, adjacent to the
perimeter of the basin, by a pier 35 feet long and 8 feet wide. To complete the development plan, 30
multi-family residential units are proposed in two 3-story buildings, to be constructed on the northwestern
corner of the property. There would be 52 single-family lots located around the western and southern
perimeter of the marina basin and adjacent to the AIWW. Wastewater disposal for the Marina Village
project would be provided by St. James Plantation, which operates a wastewater package treatment plant,
with subsurface, LPP disposal. The system was permitted by the North Carolina Division of Health
Services, and the applicant states that there is available capacity. St. James Plantation would extend
potable water to the Marina Village project, as well as, construct and extend roads to access the project.
10. ANTICIPATED IMPACTS
The proposed modification and expansion of the project would disturb the remaining area of the 40.6
acres of the project site, by clearing, filling and grading associated with construction. Another
undetermined amount of ground disturbance would occur outside of the project area, during the
construction and extension of roads and utilities from the adjacent St. James Plantation development. The
modified wet slip arrangement provides no parking for slips in the southeast corner of the basin. It
appears that slip owners would have to park in the main parking area behind the ships store and walk
across the put-intake-out ramps for the dry-stack facility, creating serious safety concerns. The project
would dramatically increase boat traffic in the Oak Island area, and associated erosion to the existing
shorelines and coastal wetlands from boat wakes. Gasoline leaks and spills from boat fueling and daily
marina operations will contribute to the accumulative adverse impacts to the quality of estuarine and
public trust waters in the area. The proposed gazebo would incorporate 400 square feet of estuarine and
public trust waters and shade 680 square feet of shallow bottom. The facility would also provide boating
access for the property owners in the Brunswick Harbor and St. James Plantation developments, as well
as, overnight accommodations and repair and maintenance facilities for transient boaters..

BACKGROUND
This submittal requests a modification of the current Major CAMA Permit for the
property (CAMA 9141-95). Improvements made since the issuance of the permit include
the construction of Marina Drive and the excavation and bulkheading of the marina
facility. In response to current market conditions, the Applicant requires changes in the
development program for the existing permitted area and for development in the
nonpermitted portions of the property previously submitted in the form of a master
development plan.
The development program modifications include the conversion of attached townhomes
to single family detached lots, relocation and enlargement of the drystack and marina
support facilities. The docking configuration within the marina has been modified to
complement the relocation of marina support facilities. The master plan area has
increased from 35.9 acres to 40.6 acres primarily to accommodate the relocation of the
marina support facilities. The modified development program remains in compliance
with the PUD-M zoning classification for the Town of Long Beach and the Town's
CAMA Land Use Plan.
In conjunction with this submittal, revised stormwater management plans are being
submitted concurrently for permit modification by the NC Division of Water Quality.
The Applicant requests the following:
1. Modification of the Permit #141-95 to include changes to the current development
program and inclusion of the development program proposed for the remainder of the
Brunswick Harbor Marina Village property.
2. Extension of the permit expiration date to include an additional three years to allow
completion of the development program for the property.
PROPERTYDESCRIPTION
The proposed Brunswick Harbor Marina Village Project is located on the Atlantic Intracoastal
Waterway (AIIW) south of N.C. 211, in Brunswick County, North Carolina. The project is
located within a larger development project known as St. James Plantation. The property is
bordered on three sides by undeveloped property within the St. James Plantation development
and to the south by the Intracoastal Waterway. The property lies within the extraterritorial
planning jurisdiction of the Town of Long Beach and is currently zoned as R6 Residential
Performance. Community water and sewer services are currently available at St. ,James
Plantation and can be readily extended to service the property.

The property topography consists of lightly rolling terrain ranging in elevation from 25
feet MSL to lower lying elevations of 2 to 3 feet MSL. The property is bordered to the
south by tidal marsh and estuarine waters (A.I.C.W.W.) which are classified as shellfish
waters. Much of the property has been disturbed in the past by various clearing, grading
and excavation activities associated by spoil disposal by the U.S. Army Corp of
Engineers. The disturbed areas consist of sparsely vegetated or unvegetated uplands.
The remaining undisturbed portions of the property support upland pine/mixed
hardwoods forest.
MASTER DEVELOPMENT PLAN
The Applicant has planned a marina and residential complex to serve residents of the
Marina Village, St. James Plantation residential development and the public. The current
development program for the Marina Village includes a 153 wet slip marina basin, a 300-
slot drystack facility, a commercial service center, and 82 residential units on a 40.6-acre
tract.
The scope of this permit modification includes a revised development program for the
Marina Village site. The Marina Village project is physically located within St. James
Plantation development. The property owner, Brunswick Harbor, Inc, will develop the
Marina Village project and may allow other developers to participate. The marina and
support facilities and will be owned and managed by Brunswick Harbor, Inc. The
residential units will be for sale.
Residential development associated with the marina village will include 30 attached units
in two buildings and 52 single-family lots. The residential units and lots will be for sale
and will not necessarily be developed concurrently with the marina and support facilities.
All unit owners will have access to the marina basin and will be afforded opportunities to
purchase marina slips.

Public water and private sewer will service the residential development. A complete

SUPPORT SERVICES
The development program for the marina includes the construction of associated upland
support facilities including a 300 slot dry stack facility, ship's store, retail shops, an inn
and parking areas. The marina support services are planned for the use of the residents of
the St. James Plantation development and the Marina Village.
The marina will be serviced with sewage pump-out facilities located at the dry stack basin
and near the support services. The'pump-out facility will include a wet well, which will
connect to the project sewer system for treatment by the St. James Plantation community
sewage system. Bathrooms for boat users will be available at the Ship's Store. Fuel
service will be available at a service dock located within the basin. Above ground fuel
storage is planned.
The upland basin with a connecting access channel to the Intracoastal Waterway is
currently under construction with completion expected in early 1999.
STORMWA TER MANAGEMENT
A stormwater management plan has been prepared for the Marina Village development.
The plan complies with the regulations of the Division of Water Quality Stormwater
regulations for Coastal Areas.
Stormwater from roof drains, as well as from all pavement areas, will be collected in
surface and subsurface storm collection networks. These networks, consisting primarily
of specially designed catch basins and piping systems, will transport all run-off produced
from the first 1-1/2 of rainfall into a series of dry infiltration basins. Stormwater run-off
in excess of the produced from the first 1-1/2 inch of rainfall will be diverted into
vegetative swales and thence into the marina basin or adjacent ponds. All stormwater
collected in the dry infiltration basins will infiltrate into the soil within five days
following the rainfall event.

9. PROJECT DESCRIPTION
The project site is located adjacent to the Atlantic Intracoastal Waterway, within the existing St. James
Plantation development, off NC Hwy 211, between Southport and Supply, in Brunswick County. The site
is located adjacent to the AIWW, approximately one (1) mile west of Beaver Dam Creek. The St. James
Plantation Development includes over 7,000 acres, of which approximately one-fourth are developed.
A St. James Plantation master development plan submitted with the original application, shows residential
development oriented around three golf courses, two of which are complete. Currently, there is no
CAMA Major Permit for the St. James Plantation development and their future development strategy is
unknown. In 1995, the applicant purchased a 35.9 acre tract and received State Permit #141-95 to
construct only the marina portion of the project. All of the proposed adjacent highground development
was deleted from the project to complete a re-design for the stormwater plan requirements. This proposed
major modification represents the re-designed development plan for the facility.
The property boundaries have been expanded on the east side of the original project. The irregular shape
of the new 40.6 acre tract, includes 1628 linear feet along the AIWW, and averages approximately 1200
feet in depth. The marina basin has been dug and stabilized with a concrete sheet piling bulkhead. The
applicant is currently working on the entrance channel and will soon be removing the earthen plug to
extend the channel to the AIWW. A large portion of the highground area has been disturbed in
conjunction with the clearing, grading, and excavation of the marina basin. The remaining undisturbed
portions of the property are wooded with mature pine/hardwood forest. There is a narrow, discontinuous
coastal wetland fringe along the shoreline of the project area. This border is almost exclusively Smooth
Cordgrass ( parting alterniflora) growing in patches, on the peat bank substrate, varying from several feet
to 45 feet in width. There are delineated "404 type" wetlands, primarily Phragmites and Eastern
Baccharus, adjacent to the coastal wetlands, along the base of the steep embankment that transitions the
shoreline to highground elevation. This embankment is 4-14 feet high, and is breached by two small
areas of "404 type" wetlands landward of the shoreline in the southeast corner of the property. There is
extensive wooded swamp wetlands west of the project site.
The waters of the Atlantic Intracoastal Waterway, in the project area, are classified SA, by the NC
Division of Water Quality. The waters are CLOSED to the harvest of shellfish. The waters are not
designated as Primary Nursery Area, by the NC Division of Marine Fisheries. The project is within the
extraterritorial planning jurisdiction of the Town of Long Beach.
The applicant proposes to modify his existing marina permit to expand the permitted project by
completing the residential and commercial development adjacent to the inland basin marina. The proposed
modification includes a 300 slot dry-stack facility, a ships store and office, a lodging facility, retail
shops, a full service restaurant, and 52 single-family lots and 30 multi-family residential units. The
marina basin dock arrangement would be reduced from 188 wet slips to 153. The slips would be arranged
along a floating dock around the perimeter of the basin and along two docking piers extending into the
basin from it's northern side. The slip arrangement would include finger piers and mooring pilings. The
marina would service boats up to 50 feet in length. A dry stack facility is planned adjacent to the east
side of the marina. The facility has been enlarged from the original 100 slots to accommodate 300 boats.
The commercial complex, which would include the marina office, ship's store, restaurant and lodging
facility would be located adjacent to the northeast corner of the marina basin. Fuel service and sewage

pump-out facilities would be provided at the fuel docks within the dry stack basin area of the marina.
Above ground fuel storage is planned. Parking for the marina and drystack facility and other commercial
amenities would be adjacent to the ship's store, in the northeastern corner of the property. A second
parking lot for marina users is planned adjacent to the southwest corner of the marina basin. The applicant
proposes to construct a gazebo in the AIWW, adjacent to the east side of the entrance channel. The
gazebo would be 20 feet square and would be accessed from the concrete sidewalk, adjacent to the
perimeter of the basin, by a pier 35 feet long and 8 feet wide. To complete the development plan, 30
multi-family residential units are proposed in two 3-story buildings, to be constructed on the northwestern
corner of the property. There would be 52 single-family lots located around the western and southern
perimeter of the marina basin and adjacent to the AIWW. Wastewater disposal for the Marina Village
project would be provided by St. James Plantation, which operates a wastewater package treatment plant,
with subsurface, LPP disposal. The system was permitted by the North Carolina Division of Health
Services, and the applicant states that there is available capacity. St. James Plantation would extend
potable water to the Marina Village project, as well as, construct and extend roads to access the project.
10. ANTICIPATED IMPACTS
The proposed modification and expansion of the project would disturb the remaining area of the 40.6
acres of the project site, by clearing, filling and grading associated with construction. Another
undetermined amount of ground disturbance would occur outside of the project area, during the
construction and extension of roads and utilities from the adjacent St. James Plantation development. The
modified wet slip arrangement provides no parking for slips in the southeast corner of the basin. It
appears that slip owners would have to park in the main parking area behind the ships store and walk
across the put-in/take-out ramps for the dry-stack facility, creating serious safety concerns. The project
would dramatically increase boat traffic in the Oak Island area, and associated erosion to the existing
shorelines and coastal wetlands from boat wakes. Gasoline leaks and spills from boat fueling and daily
marina operations will contribute to the accumulative adverse impacts to the quality of estuarine and
public trust waters in the area. The proposed gazebo would incorporate 400 square feet of estuarine and
public trust waters and shade 680 square feet of shallow bottom. The facility would also provide boating
access for the property owners in the Brunswick Harbor and St. James Plantation developments, as well
as, overnight accommodations and repair and maintenance facilities for transient boaters..

This submittal requests a modification of the current Major CAMA Permit for the
property (CAMA #141-95). Improvements made since the issuance of the permit include
the construction of Marina Drive and the excavation and bulkheading of the marina
facility. In response to current market conditions, the Applicant requires changes in the
development program for the existing permitted area and for development in the
nonpermitted portions of the property previously submitted in the form of a master
development plan.
The development program modifications include the conversion of attached townhomes
to single family detached lots, relocation and enlargement of the drystack and marina
support facilities. The docking configuration within the marina has been modified to
complement the relocation of marina support facilities. The master plan area has
increased from 35.9 acres to 40.6 acres primarily to accommodate the relocation of the
marina support facilities. The modified development program remains in compliance
with the PUD-M zoning classification for the Town of Long Beach and the Town's
CAMA Land Use Plan.
In conjunction with this submittal, revised stormwater management plans are being
submitted concurrently for permit modification by the NC Division of Water Quality.
The Applicant requests the following:
1. Modification of the Permit #141-95 to include changes to the current development
program and inclusion of the development program proposed for the remainder of the
Brunswick Harbor Marina Village property.
2. Extension of the permit expiration date to include an additional three years to allow
completion of the development program for the property.
PROPERTYDESCRIPTION
The proposed Brunswick Harbor Marina Village Project is located on the Atlantic Intracoastal
Waterway (AIIW) south of N.C. 211, in Brunswick County, North Carolina. The project is
located within a larger development project known as St. James Plantation. The property is
bordered on three sides by undeveloped property within the St. James Plantation development
and to the south by the Intracoastal Waterway. The property lies within the extraterritorial
planning jurisdiction of the Town of Long Beach and is currently zoned as R6 Residential
Performance. Community water and sewer services are currently available at St. James
Plantation and can be readily extended to service the property.

The property topography consists of lightly rolling terrain ranging in elevation from 25
feet MSL to lower lying elevations of 2 to 3 feet MSL. The property is bordered to the
south by tidal marsh and estuarine waters (A.I.C.W.W.) which are classified as shellfish
waters. Much of the property has been disturbed in the past by various clearing, grading
and excavation activities associated by spoil disposal by the U.S. Army Corp of
Engineers. The disturbed areas consist of sparsely vegetated or unvegetated uplands.
The remaining undisturbed portions of the property support upland pine/mixed
hardwoods forest.
MASTER DEVELOPMENT PLAN
The Applicant has planned a marina and residential complex to serve residents of the
Marina Village, St. James Plantation residential development and the public. The current
development program for the Marina Village includes a 153 wet slip marina basin, a 300-
slot drystack facility, a commercial service center, and 82 residential units on a 40.6-acre
tract.
The scope of this permit modification includes a revised development program for the
Marina Village site. The Marina Village project is physically located within St. James
Plantation development. The property owner, Brunswick Harbor, Inc, will develop the
Marina Village project and may allow other developers to participate. The marina and
support facilities and will be owned and managed by Brunswick Harbor, Inc. The
residential units will be for sale.
Residential development associated with the marina village will include 30 attached units
in two buildings and 52 single-family lots. The residential units and lots will be for sale
and will not necessarily be developed concurrently with the marina and support facilities.
All unit owners will have access to the marina basin and will be afforded opportunities to
purchase marina slips.

Public water and private sewer will service the residential development. A complete
stormwater management plan has been prepared for the property to protect the marina

SUPPORT SERVICES
The development program for the marina includes the construction of associated upland
support facilities including a 300 slot dry stack facility, ship's store, retail shops, an inn
and parking areas. The marina support services are planned for the use of the residents of
the St. James Plantation development and the Marina Village.
The marina will be serviced with sewage pump-out facilities located at the dry stack basin
and near the support services. The pump-out facility will include a wet well, which will
connect to the project sewer system for treatment by the St. James Plantation community
sewage system. Bathrooms for boat users will be available at the Ship's Store. Fuel
service will be available at a service dock located within the basin. Above ground fuel
storage is planned.
The upland basin with a connecting access channel to the Intracoastal Waterway is
currently under construction with completion expected in early 1999.
STORMWA TER MANAGEMENT
A stormwater management plan has been prepared for the Marina Village development.
The plan complies with the regulations of the Division of Water Quality Stormwater
regulations for Coastal Areas.
Stormwater from roof drains, as well as from all pavement areas, will be collected in
surface and subsurface storm collection networks. These networks, consisting primarily
of specially designed catch basins and piping systems, will transport all run-off produced
from the first 1-1/2 of rainfall into a series of dry infiltration basins. Stormwater run-off
in excess of the produced from the first 1-1/2 inch of rainfall will be diverted into
vegetative swales and thence into the marina basin or adjacent ponds. All stormwater
collected in the dry infiltration basins will infiltrate into the soil within five days
following the rainfall event.

8. PROJECT SUMMARY: The applicant proposes to expand the permitted project by completing
the residential and commercial development adjacent to the inland basin marina. The proposed

modification includes a 300 slot dry-stack facility, a ships store and office, a lodging facility, retail shops,
a full service restaurant, and 52 single-family lots and 30 multi-family residential units.
9. PROTECT DESCRIPTION
The project site is located adjacent to the Atlantic Intracoastal Waterway, within the existing St. James
Plantation development, off NC Hwy 211, between Southport and Supply, in Brunswick County. The site
is located adjacent to the AIWW, approximately one (1) mile west of Beaver Dam Creek. The St. James
Plantation Development includes over 7,000 acres, of which approximately one-fourth are developed.
A St. James Plantation master development plan submitted with the original application, shows residential
development oriented around three golf courses, two of which are complete. Currently, there is no
CAMA Major Permit for the St. James Plantation development and their future development strategy is
unknown. In 1995, the applicant purchased a 35.9 acre tract and received State Permit #141-95 to
construct only the marina portion of the project. All of the proposed adjacent highground development
was deleted from the project to complete a re-design for the stormwater plan requirements. This proposed
major modification represents the re-designed development plan for the facility.
The property boundaries have been expanded on the east side of the original project. The irregular shape
of the new 40.6 acre tract, includes 1628 linear feet along the AIWW, and averages approximately 1200
feet in depth. The marina basin has been dug and stabilized with a concrete sheet piling bulkhead. The
applicant is currently working on the entrance channel and will soon be removing the earthen plug to
extend the channel to the AIWW. A large portion of the highground area has been disturbed in
conjunction with the clearing, grading, and excavation of the marina basin. The remaining undisturbed
portions of the property are wooded with mature pine/hardwood forest. There is a narrow, discontinuous
coastal wetland fringe along the shoreline of the project area. This border is almost exclusively Smooth
Cordgrass (Spartina alterniflora) growing in patches, on the peat bank substrate, varying from several feet
to 45 feet in width. There are delineated "404 type" wetlands, primarily Phragmites and -Eastern
Baccharus, adjacent to the coastal wetlands, along the base of the steep embankment that transitions the
shoreline to highground elevation. This embankment is 4-14 feet high, and is breached by two small
areas of "404 type" wetlands landward of the shoreline in the southeast corner of the property. There is
extensive wooded swamp wetlands west of the project site.
The waters of the Atlantic Intracoastal Waterway, in the project area, are classified SA, by the NC
Division of Water Quality. The waters are CLOSED to the harvest of shellfish. The waters are not
designated as Primary Nursery Area, by the NC Division of Marine Fisheries. The project is within the
extraterritorial planning jurisdiction of the Town of Long Beach.
The applicant proposes to modify his existing marina permit to expand the permitted project by
completing the residential and commercial development adjacent to the inland basin marina. The proposed
modification includes a 300 slot dry-stack facility, a ships store and office, a lodging facility, retail
shops, a full service restaurant, and 52 single-family lots and 30 multi-family residential units. The
marina basin dock arrangement would be reduced from 188 wet slips to 153. The slips would be arranged
along a floating dock around the perimeter of the basin and along two docking piers extending into the
basin from it's northern side. The slip arrangement would include finger piers and mooring pilings. The
marina would service boats up to 50 feet in length. A dry stack facility is planned adjacent to the east
side of the marina.. The facility has been enlarged from the original 100 slots to accommodate 300 boats.
The commercial complex, which would include the marina office, ship's store, restaurant and lodging
facility would be located adjacent to the northeast corner of the marina basin. Fuel service and sewage

pump-out facilities would be provided at the fuel docks within the dry stack basin area of the marina.
Above ground fuel storage is planned. Parking for the marina and drystack facility and other commercial
amenities would be adjacent to the ship's store, in the northeastern corner of the property. A second
parking lot for marina users is planned adjacent to the southwest corner of the marina basin. The applicant
proposes to construct a gazebo in the AIWW, adjacent to the east side of the entrance channel. The
gazebo would be 20 feet square and would be accessed from the concrete sidewalk, adjacent to the
perimeter of the basin, by a pier 35 feet long and 8 feet wide. To complete the development plan, 30
multi-family residential units are proposed in two 3-story buildings, to be constructed on the northwestern
corner of the property. There would be 52 single-family lots located around the western and southern
perimeter of the marina basin and adjacent to the AIWW. Wastewater disposal for the Marina Village
project would be provided by St. James Plantation, which operates a wastewater package treatment plant,
with subsurface, LPP disposal. The system was permitted by the North Carolina Division of Health
Services, and the applicant states that there is available capacity. St. James Plantation would extend
potable water to the Marina Village project, as well as, construct and extend roads to access the project.
10. ANTICIPATED EMPACTS
The proposed modification and expansion of the project would disturb the remaining area of the 40.6
acres of the project site, by clearing, filling and grading associated with construction. Another
undetermined amount of ground disturbance would occur outside of the project area, during the
construction and extension of roads and utilities from the adjacent St. James Plantation development. The
modified wet slip arrangement provides no parking for slips in the southeast corner of the basin. It
appears that slip owners would have to park in the main parking area behind the ships store and walk
across the put-intake-out ramps for the dry-stack facility, creating serious safety concerns. The project
would dramatically increase boat traffic in the Oak Island area, and associated erosion to the existing
shorelines and coastal wetlands from boat wakes. Gasoline leaks and spills from boat fueling and daily
marina operations will contribute to the accumulative adverse impacts to the quality of estuarine and
public trust waters in the area. The proposed gazebo would incorporate 400 square feet of estuarine and
public trust waters and shade 680 square feet of shallow bottom. The facility would also provide boating
access for the property owners in the Brunswick Harbor and St. James Plantation developments; as well
as, overnight accommodations and repair and maintenance facilities for transient boaters..

This submittal requests a modification of the current Major CAMA Permit for the
property (CAMA #141-95). Improvements made since the issuance of the permit include
the construction of Marina Drive and the excavation and bulkheading of the marina
facility. In response to current market conditions, the Applicant requires changes in the
development program for the existing permitted area and for development in the
nonpermitted portions of the property previously submitted in the form of .a master
development plan.
The development program modifications include the conversion of attached townhomes
to single family detached lots, relocation and enlargement of the drystack and marina
support facilities. The docking configuration within the marina has been modified to
complement the relocation of marina support facilities. The master plan area has
increased from 35.9 acres to 40.6 acres primarily to accommodate the relocation of the
marina support facilities. The modified development program remains in compliance
with the PUD-M zoning classification for the Town of Long Beach and the Town's
CAMA Land Use Plan.
In conjunction with this submittal, revised stormwater management plans are being
submitted concurrently for permit modification by the NC Division of Water Quality.
The Applicant requests the following:
1. Modification of the Permit #141-95 to include changes to the current development
program and inclusion of the development program proposed for the remainder of the
Brunswick Harbor Marina Village property.
2. Extension of the permit expiration date to include an additional three years to allow -
completion of the development program for the property.
PROPERTYDESCRIPTION
The proposed Brunswick Harbor Marina Village Project is located on the Atlantic Intracoastal
Waterway (AIIW) south of N.C. 211, in Brunswick County, North Carolina. The project is
located within a larger development project known as St. James Plantation. The property is
bordered on three sides by undeveloped property within the St. James Plantation development
and to the south by the Intracoastal Waterway. The property lies within the extraterritorial
planning jurisdiction of the Town of Long Beach and is currently zoned as R6 Residential
Performance. Community water and sewer services are currently available at St. James
Plantation and can be readily extended to service the property.

The property topography consists of lightly rolling terrain ranging in elevation from 25
feet MSL to lower lying elevations of 2 to 3 feet MSL. The property is bordered to the
south by tidal marsh and estuarine waters (A.I.C.W.W.) which are classified as shellfish
waters. Much of the property has been disturbed in the past by various clearing, grading
and excavation activities associated by spoil disposal by the U.S. Army Corp of
Engineers. The disturbed areas consist of sparsely vegetated or unvegetated uplands.
The remaining undisturbed portions of the property support upland pine/mixed
hardwoods forest.
MASTER DEVELOPMENT PLAN
The Applicant has planned a marina and residential complex to serve residents of the
Marina Village, St. James Plantation residential development and the public. The current
development program for the Marina Village includes a 153 wet slip marina basin, a 300-
slot drystack facility, a commercial service center, and 82 residential units on a 40.6-acre
tract.
The scope of this permit modification includes a revised development program for the
Marina Village site. The Marina Village project is physically located within St. James
Plantation development. The property owner, Brunswick Harbor, Inc, will develop the
Marina Village project and may allow other developers to participate. The marina and
support facilities and will be owned and managed by Brunswick Harbor, Inc. The
residential units will be for sale.
Residential development associated with the marina village will include 30 attached units
in two buildings and 52 single-family lots. The residential units and lots will be for sale
and will not necessarily be developed concurrently with the marina and support facilities.
All unit owners will have access to the marina basin and will be afforded opportunities to
purchase marina slips.

SUPPORT SERVICES
The development program for the marina includes the construction of associated upland
support facilities including a 300 slot dry stack facility, ship's store, retail shops, an inn
and parking areas. The marina support services are planned for the use of the residents of
the St. James Plantation development and the Marina Village.
The marina will be serviced with sewage pump-out facilities located at the dry stack basin
and near the support services. The pump-out facility will include a wet well, which will
connect to the project sewer system for treatment by the St. James Plantation community
sewage system. Bathrooms for boat users will be available at the Ship's Store. Fuel
service will be available at a service dock located within the basin. Above ground fuel
storage is planned.
The upland basin with a connecting access channel to the Intracoastal Waterway is
currently under construction with completion expected in early 1999.
STORMWA TER MANAGEMENT
A stormwater management plan has been prepared for the Marina Village development.
The plan complies with the regulations of the Division of Water Quality Stormwater
regulations for Coastal Areas.
Stormwater from roof drains, as well as from all pavement areas, will be collected in
surface and subsurface storm collection networks. These networks, consisting primarily
of specially designed catch basins and piping systems, will transport all run-off produced
from the first 1-1/2 of rainfall into a series of dry infiltration basins. Stormwater run-off
in excess of the produced from the first 1-1/2 inch of rainfall will be diverted into
vegetative swales and thence into the marina basin or adjacent ponds. All stormwater -_
collected in the dry infiltration basins will infiltrate into the soil within five days
following the rainfall event.
