Re: Audit of Credit Sales for the Flat Swamp Mitigation Bank (DWR# 2007-0747)
Dear Mr. Kessler:
On November 12, 2019, DWR received a request from you to verify the sales of nutrient offset and
riparian buffer credits that have been conducted from the Flat Swamp Mitigation Bank from July 1,
2018 to November 12, 2019. All credit ledgers along with all corresponding mitigation transfer
certificates and local government approval/verification letters were provided.
Findings from this audit suggest that all credit sales are compliant. Approved balances on the buffer
ledger and nutrient offset ledger are as follows:

Buffer Ledger 126,617.60 ft2
Nitrogen Nutrient Offset Ledger 710,501.62 pounds
