Dear Sir,
In response to the September 2019 out of compliance levels for the monthly average of HN-3, the City of
Conover has taken a series of steps to help reduce the chance of any future problems with meeting the
limits on the permit.
When the out of compliance was detected, the basin aeration, DO levels, and in -basin mixing of the
mixed liquor were checked and evaluated. It appeared that there was a possibility that there was times
when the mixing of the mixed liquor was not adequate for proper biological activity to break down the
mixed liquor.
Also, the de -chlorination well was emptied and washed down. Also, the plumbing leading up to the
sampler was flushed and cleaned. The effluent NH-3 levels have dropped back down to acceptable levels
including some below lab testing levels. The October monthly average is 1.573 mg/l, below the limit of
2.0 mg/l.
As a result of this and other factors, Conover approved an optimization study, the "Comprehensive
Performance Evaluation" which has been contracted out at the cost of approximately $36.000. It is
scheduled for completion in December 2019.
I feel we have assessed the reasons that caused the out of compliance issues and have addressed them
adequately to help ensure there will be no more issues. I feel at this time the City off Conover has
demonstrated the willingness to do everything we can including the expense of studies, use of
personnel, and purchase of any equipment needed to help ensure this type of non-compliance will not
be likely to happen again.
