Ben Rayford, Mayor Town of Snow Hill 304 North Greene Street Snow Hill, NC 28580 SUBJECT: Instream Monitoring Program Contentnea Creek Dear Mayor Radford: On Tuesday, March 8, 1994, Danny Gray - Maury Sanitary Land District, Cecil Taylor - Town of Hookerton, and Donald Hart and Mike Sutton - Town of Snow Hill met with Scott Jones and Margie Meares from the Division of Environmental Management's Washington Regional Office. The purpose of this meeting was to discuss changes in the instream monitoring program for the subject facilities. It was the consensus of those present that the mosteffectiveand efficient method of performing required instream monitoring for each facility is to have one individual collect all data and samples. Danny Gray - MSLD has offered to perform the sampling and coordinate the results among the facilities. It is the Division's intention to sample at the U.S. Highway 13/258 Bridge, N.C. Highway 123 Bridge, and NCSR 1004 Bridge. These locations will be sampled for temperature, dissolved oxygen, conductivity, and fecal coliform weekly from September - May and three times per week from June - August. Final NPDES Permits for subject facilities are anticipated to include this sampling regime for both upstream and downstream points. If this cooperative plan is unworkable, then each facility will be responsible for its own upstream and downstream monitoring. While the Division recognizes many options for such sampling, we strongly support the proposed plan as suggested during the March 8 meeting. This monitoring program will eliminate repetitive sampling among the facilities while ac the same time provide the most consistent data. Additionally, if the plan is properly managed, then all three facilities will benefit economically as a result of reduced equipment needs, man hours, and laboratory costs. All sampling schedules and reporting will be arranged by the operators with the Division's assistance. Contentnea Creek is currently under review for the 1998 Neuse Basin Management Plan. One of the aspects of this review is the coordination of the instream monitoring requirements for the modeling analysis of this watershed. To this end, the Division of Environmental Management is attempting to integrate its data collection needs with the economic constraints of the facilities which are required to collect such data. Therefore, a member of our Washington Regional Office, Marjorie Meares, will be contacting your facility to establish instream. monitoring sites. Ms. Meares will be offering the Towns of Snow Hill, Hookerton and Maury the option of sharing the instream monitoring requirements. This option of sharing monitoring should not only dramatically decrease the amount of sampling each facility will be required to take, but if the three towns involved choose to hire one individual, (or company) to perform all the monitoring, the data collected should then establish the most conclusive and accurate portrayal of this waterbody system.
