On November 18, 2019, Ms. Melissa Joyner and Ms. Penny Markle, Inspectors from the Fayetteville Regional Office of
the Division of Energy, Mineral and Land Resources (DEMLR), conducted a site inspection for the United Parcel Service —
Hope Mills facility located at 3439 Black and Decker Road, Cumberland County, North Carolina. A copy of the
Compliance Inspection Report is enclosed for your review. Mr. Vince Mollo, Environmental and Regulated Goods
Coordinater— NC Zone and Robert Richards, Facility Engineering Supervisor were also present during the inspection
and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is
covered by NPDES Stormwater General Permit NCG080000 under Certificate of Coverage NCG080370. Permit coverage
authorizes the discharge of stormwater from the facility to receiving waters designated as an unnamed tributary to Big
Sandy Run (Lake Lynn), a Class C waterbody in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG080000 permit.
Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the
inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Melissa Joyner and Penny Markle met with Mr. Vince Mollo, Environmental and Regulated Goods Coordinator- NC Zone
and Mr. Robert Richards, Facility Engineering Supervisor at the United Parcel Service - Hope Mills facility. The Stormwater
Pollution Prevention Plan was reviewed and contained the information stipulated in General Permit NCGO80000. The owner
of the facility has been changed from Chris Morgan to Lemitria Brown. A Permit Owner Affiliation Designation Form with the
new owner's information should be submitted to the DEMLR Stormwater Program (see address on enclosed form). The
Qualitative and Analytical Monitoring records were reviewed. Per the condition of General Permit NCGO80000, an on -site rain
gauge is required. There is one outfall associated with the site. Water sampling has been occurring from the catch basin
which discharges to the permanent basin. Sampling should be taking place from where the water is being discharged at the
property limits of the site from the Basin outfall. The site map should be updated with the correct location of this outfall. If
there is no discharge, this should be documented as "No Discharge" on the Annual Discharge Monitoring Form. The facility
grounds and Best Management Practices (BMP's) were inspected. The Basin and associated diversion ditch had litter in it.
There was was also erosion undermining riprap protection in a swale leading to the Basin.
