Subject: Optimized Interim Monitoring Plans (IMP) — Update
Dear Mr. Bolich:

Duke Energy (Duke) submits updates to the optimized Interim Monitoring Plans and requests approval
from the North Carolina Department of Environmental Quality (DEQ) by end of the yearsuch that sampling
can continue starting January 2020. Duke understands DEQ had questions regarding groundwater
sampling for speciation and dissolved constituents. The purpose of these updates is to remove that
confusion along with modify monitoring well list due to abandonments and/or installs recently completed.
The enclosed Tables 2.1 through 2.14 identify which wells are sampled for which constituents and whether
they are sampled semi-annually or quarterly. Duke will submit Table 3 to DEQ at a later date as our
internal sampling team is finalizing the 2020 schedule. Table 3 will identify what months during a quarter
sampling is to take place along with when the quarterly data update to DEQ will be submitted (end of
month). If you have any questions or need any clarification regarding the information provided, feel free
to contact me at john.toepfer@duke-energy.com or at 919-546-7863 at your convenience.
Respectfully submit d,
hn Toepfer, P.E.

IMP Optimization
Summary of Analytical Parameters for Newly Installed Wells and 1st Semi -Annual Event
(to begin Q1 2020)
For each of Duke Energy's 14 North Carolina facilities, new wells installed as part of the CAMA program will be monitored quarterly.
Samples from these wells will be analyzed for parameters formerly included as part of the 4th Quarter 2018 IMP and additional
constituents analyzed voluntarily. After four quarterly events, the monitoring frequency and/or parameter list for the new wells will be
re-evaluated with NCDEQ and may be reduced and/or optimized. A summary of analytical parameters to include under this criteria is
provided below.

location is proposed to remain in the IMP.
i Well re -development has historically been conducted with favorable results. Recent results indicate pH values are increasing. Further well re -development will be conducted to re-
establish groundwater quality in the monitoring well.
Wells in bold are ash basin wells that may become restricted in 2020 at any time due to stability concerns from decanting/construction activities. Data submittals will

tSemi-Annual monitoring events are scheduled to be performed concurrently with two Quarterly monitoring events per year and will include the wells listed under
Quarterly for respective events.
*New wells installed as part of the CAMA program will be monitored quarterly. Samples from these wells will be analyzed for parameters formerly included as part of the
4th Quarter 2018 IMP and additional constituents analyzed voluntarily (see Table 1). After four quarterly events, the monitoring frequency and/or parameter list for the
new wells will be re-evaluated with NCDEQ and may be reduced and/or optimized. Replacement wells will not be considered "new wells" and will follow the respective
monitoring protocol for the well in which they replace.
1 Quarterly until antimony and chromium have stabilized. 5 Monitor sulfate and TDS closely
Z Monitor chromium closely 6 Monitor barium closely
3 Quarterly due to pH and TDS
7 Monitor turbidity when sampling and if necessary do additional
development to ensure representative samples are being collected.
4 Erratic boron concentration; sample quarterly until stabilized
Wells in bold are ash basin wells that may become restricted in 2020 at any time due to stability concerns from decanting/construction activities. Data submittals will
identify any wells that were not sampled as a result.

**Wells were previously approved by DEQto be sampled for boron and sulfate only in historic versions of the IMP due to elevated pH. Wells that exhibit elevated pH are proposed to remain a boron-and-
sulfate- only sample location; however, if the pH improves with redevelopment to fall :58.5 at such well, the well will be sampled for the complete appropriate parameter suite for that well; i.e. "optimized non -
new well' or "new well' lists as proposed herein. No wells are currently flagged with this note but may be in the future.

include the wells listed under Quarterly for respective events.

*New wells installed as part of the CAMA program will be monitored quarterly. Samples from these wells will be analyzed for
parameters formerly included as part of the 4th Quarter 2018 IMP and additional constituents analyzed voluntarily (see Table 1).
After four quarterly events, the monitoring frequency and/or parameter list for the new wells will be re-evaluated with NCDEQ and
may be reduced and/or optimized. Replacement wells will not be considered "new wells" and will follow the respective monitoring
protocol for the well in which they replace.

tSemi-Annual monitoring events are scheduled to be performed concurrently with two of the quarterly monitoring events and will include the wells
listed under Quarterly for respective events.
* New wells installed as part of the CAMA program will be monitored quarterly. Samples from these wells will be analyzed for parameters formerly
included as part of the 4th Quarter 2018 IMP and additional constituents analyzed voluntarily (see Table 1). After four quarterly events, the monitoring
frequency and/or parameter list for the new wells will be re-evaluated with NCDEQ and may be reduced and/or optimized. Replacement wells will not
be considered "new wells" and will follow the respective monitoring protocol for the well in which they replace.
11 Wells to be sampled for total radium (226 + 228) and total uranium (233 + 234 + 236 + 238), in addition to water quality parameters noted.
