Dear Ms. Watson:
On November 19, 2019, Ms. Melissa Joyner and Ms. Penny Markle, Inspectors from the Fayetteville Regional Office of
the Division of Energy, Mineral and Land Resources (DEMLR), conducted a site inspection for the Oldcastle Precast, Inc.
(Fayetteville) facility located at 3960 Cedar Creek Road, Cumberland County, North Carolina. A copy of the Compliance
Inspection Report is enclosed for your review. Mr. Larry Ball, Area Environmental, Health and Safety Manager and John
Baker, Facility Stormwater Manager were also present during the inspection and their time and assistance is greatly
appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General
Permit NCG070000 under Certificate of Coverage NCG070073. Permit coverage authorizes the discharge of stormwater
from the facility to receiving waters designated as the Cape Fear River, a Class C waterbody in the Cape Fear River
Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG070000 permit.
Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the
inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Melissa Joyner and Penny Markle met with Mr. Larry Ball, Area Environmental, Health and Safety Manager and John Baker,
Facility Stormwater Manager at the Oldcastle Precast, Inc. facility. The Stormwater Pollution Prevention Plan was reviewed
and contained the information as stipulated in General Permit NCG070000. The site map will need to be modified to indicate
the percentage of each drainage area that is impervious. The Qualitative Monitoring forms were also reviewed. The facility
grounds were inspected, including the Best Management Practices and one of the outfalls, near the southern, adjacent
property line. The location where Qualitative Monitoring was occurring for the other two outfalls was at the two concrete
flumes discharging internally to the Basin. The Qualitative Monitoring should take place at the end of the property line from
the diversion ditches, prior to discharging to the Cape Fear River. The site map will need to updated with the correct location
of these outfalls. The metal grates over the drop inlets had debris covering them and near them. They will need to receive
maintenance. Per the conditions in General Permit NCG070000, Analytical monitoring and benchmarks for pH and TSS may
be required for specific facilities if site conditions and/or activities, as determined in a site inspection by the Division, warrant
the need for additional sampling of stormwater outfalls.
