Dear Mr. Pritchard:
On November 19, 2019, Ms. Melissa Joyner and Ms. Penny Markle, Inspectors from the Fayetteville Regional Office of
the Division of Energy, Mineral and Land Resources (DEMLR), conducted a site inspection for the Sonoco Recycling
Fayetteville facility located at 3226 Mid Pines Road, Cumberland County, North Carolina. A copy of the Compliance
Inspection Report is enclosed for your review. Mr. Michael Steele, PE, Senior Environmental Engineer was also present
during the inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the
subject facility is covered by NPDES Stormwater General Permit NCG130000 under Certificate of Coverage NCG130064.
Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as an unnamed
tributary to Big Sandy Run (Lake Lynn) and an unnamed tributary to Buckhead Creek (Buckland Creek), both Class C
waterbodies in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG130000 permit.
Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the
inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Melissa Joyner and Penny Markle met with Mr. Michael Steele, Senior Environmental Engineer and Mr. Bobby Pritchard,
Plant Manager at the Sonoco Recycling Fayetteville facility. The Stormwater Pollution Prevention Plan (SPPP) was reviewed
and fully contained the information stipulated in General Permit NCG130000. The Qualitative Monitoring records were
reviewed. Analytical Monitoring is not required for this permit. The facility's grounds were inspected, including Outfalls 1 and
2 with no issues noted. The site is in compliance.
