Parcel #s 0648736743, 0948837205, & 0648837540 Holly Springs, Wake County, North Carolina H&H Job No. FAK-120 Dear Renee: Hart & Hickman, PC (H&H) is requesting information concerning the potential presence of historic, cultural, and/or archeological sites on or near the above-referenced parcel (hereafter referred to as the “Site”). This request is submitted for proposed wetlands permitting actions for a sewer project. This request is not being submitted due to the use of Federal funds. The Site consists of an approximate 2,500-foot sanitary sewer line extension located in an existing easement northeast of Bayham Drive and east of Piney Grove Wilbon Road in Holly Springs, Wake County, North Carolina (Site or subject Site; see Figure 1). An 8-inch force main was previously constructed in association with the Wildwood Subdivision located adjacent to the east of the Site in order to connect the existing sanitary sewer pump station along Piney Grove Wilbon Road to the subdivision. At the time of construction, the Town of Holly Springs required a 40-foot wide easement be maintained for maintenance, and future gravity and force main extensions. The Site consists predominately of a maintained easement area and undeveloped wooded land. Surrounding properties include vacant undeveloped land to the north and south, and single-family residential structures to the east and west. In order to investigate the potential presence of historic, cultural and/or archeological sites on the Site, H&H conducted the following: • reviewed the National Registry of Historic Places (NRHP) and the North Carolina State Historic Preservation Office (NC SHPO) geographic information system (GIS) viewer for sites located in Wake County, North Carolina; • conducted a visual survey of the Site and the surrounding area; and • reviewed the Wake County property records for the Site. National Registry of Historical Places & North Carolina State Historic Preservation Office H&H reviewed the NRHP website (http://nationalregisterofhistoricplaces.com/NC/wake/state.html) and the NC SHPO GIS viewer (http://gis.ncdcr.gov/hpoweb/) to obtain information and locations of historic, cultural, and/or archeological sites on or adjacent to the subject Site. Based upon a review of the NC SHPO GIS viewer, H&H identified a “study list and determination of eligibility (DOE)” structure and boundary located approximately 1,700 feet northeast of the subject Site. The Historic Preservation Office (HPO) site is identified as the Alsey J. and Missouri Stephens House (Jeff Stephens) (WA0613). According to information provided on the NC SHPO GIS viewer, the residential dwelling and boundary became a study list site in 1990, and both were determined eligible in 1997. The NC SHPO GIS viewer also indicates that the residential dwelling was to found to be no longer eligible and the structure was to be demolished in 2018. H&H identified the Holland House as a “survey only” structure located approximately 1,700 feet to the southwest of the Site. The HPO site is listed as a 1900-1915 Colonial- Revival-Craftsman structure (WA0554). H&H identified an additional “survey only” structure located approximately 2,000 feet north of the Site. The HPO site is listed as a 1900 triple-A cottage (WA0614). No other HPO listing were located within the vicinity of the Subject Site. The Site consists primarily of a maintained easement area and undeveloped wooded land. H&H did not observe structures or ruins on the Site that appear to be historically, culturally, and/or archeologically significant. Wake County Property Record According to the Wake County GIS website, the Site is listed as vacant and does not contain structures. Property details are included within the attachments. Please review the above information and provide a written response as to the potential for this proposed development to affect historic, cultural, or recorded archeological sites.
