Three additional easements epst in the surrounding area including overhead utility lines and an underground petroleum line. Residential properties are also present surrounding the Site. Please note that the project is occurring within a permanent easement owned and operated by the Town of Folly Springs. Please also note that a previously permitted force main currently emsts within the easement, which is within the area of this proposed sewer line extension. An 8-inch force main was constructed in association with the Wildwood Subdivision located adjacent to the east of the Site in order to connect the pump station to Piney Grove Wilbon Road (SAW-2013-01755). 4b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Avoidance The proposed project is located within a 40-foot permanent sanitary sewer easement with a 10-foot temporary construction easement located east of Piney Grove Wilbon Road in Holly Springs, Wake County, North Carolina. The easement is located on three tax parcels (Parcel #s 0648736743, 0948837205, and 0648837540). The easement is owned and operated by the Town of Holly Springs. H&H reviewed State and Federal Threatened and Endangered Species databases for the Site and conducted a screening survey of the Site and surrounding area for Federal Threatened and Endangered Species, and none were identified. H&H also reviewed the National Registry of Historic Places (NRHP) for Sites located in Wake County, North Carolina; the North Carolina State Historic Preservation Office (NC SHPO) GIS viewer; and the Site and surrounding area via visual reconnaissance for the potential presence of historic, cultural, and/or archeological sites. No recorded sites were noted on or adjacent to the Site. No structures were observed on -Site. H&H requested comment on the Site from the United States Fish and Wildlife Service (FWS), North Carolina Wildlife Resources Commission (WRC), and NC SHPO. Agency responses are included in Appendix D. The easement and area of proposed sewer installation avoid the majority of the water resources within the vicinity of the Site. Wetland 'B', Wetland 'C', and Stream Channel 'A' along with the riparian buffers of Stream Channel WWII be completely avoided by the project. Minimization To minimize Site impacts, the proposed Site plan was designed to avoid Waters of the US to the maximum extent practicable. The sewer line installation is fully located within a permanent easement and temporary construction easement that are located outside the majority of the water resources within its vicinity. Of the 5.47 acres of wetlands on -Site, the developer is proposing to impact only 0.156 acre of wetlands. In accordance with the USACE Wilmington District Regional Conditions, the wetland impact involves the conversion of a forested wetland into a maintained utility corridor, which is considered a permanent impact. Furthermore, of the 2,956 linear feet of streams located on -Site, the sewer developer is proposing to temporarily impact only 87 linear feet of stream. The sewer lines will be installed using open -cut trench techniques within the stream and throughout the easement, and the stream will be restored to pre -construction conditions and contours upon the completion of the installation. In addition, during installation, good erosion and sediment control practices will be followed. Extensive silt fencing will be used on the construction easement perimeter and along stream and wetland boundaries. Mitigation In accordance with the USACE Wilmington District Regional Conditions for Nationwide Permit #12, mitigation is required for the conversion of forested wetland into permanently maintained utility corridors for impacts greater than 0.1 acre of wetlands. Due to the planned conversion impacts of 0.156 acre of wetlands, compensatory mitigation is proposed in the form of purchasing mitigation banks from an approved private mitigation bank. A North Carolina Wetland Assessment Method (WAM) form has been completed for Wetland 'A', where the conversion impacts are proposed. The WAM form is included in Appendix F. The WAM rating for Wetland 'A' is medium quality. Because Wetland 'A' is of medium quality, a mitigation ratio of 2:1 is proposed. Therefore, the developer proposes to purchase a total of 0.32 wetland mitigation credits from the Falling Creek Stream and Wetland Mitigation Bank. According to the Table of Uses of the Neuse Buffer Rule, non -electric utility line perpendicular crossings that disturb greater than 40 linear feet but equal to or less than 150 linear feet of riparian buffer with a maintenance corridor greater than 10 feet in width is allowable with mitigation. Due to the planned permanent impacts of 2,003.76 square feet to Zone 1 and 6,141.96 square feet to Zone 2 of the riparian buffer, compensatory stream buffer mitigation is proposed in the form of purchasing mitigation credits from an approved private mitigation bank. At a 3:1 ratio for Zone 1 Buffer impacts, the developer is proposing to purchase a total of 6,011.28 Zone 1 Buffer mitigation credits from the Wolfe Mitigation Bank.
