NORTH CAROLINA 28403 C761816118JAVI:. 3302C BRIDGES STREET MOREHEAD CITY, NORTH CAROLINA 28557 252.247.7479 Project Narrative Protect Summa Finley Farms Subdivision PW-1290 11 /4/2019 The purpose of this project is to construct 18 single family homes on 9.34 acres of land located in Brunswick County near the existing intersection of Springstone Drive and Tara Forest Drive. Site Description The subject property is located in an unincorporated portion of Brunswick County. It is immediately adjacent to the Tara Forest subdivision, which is within the Town of Leland. A total of 10 proposed lots will front on Springstone Drive, an existing public roadway also within the Town of Leland. No new roads, sidewalks, or utilities are proposed to enable these lots. A new private roadway —Finley Court —will be constructed to provide access to an additional 8 lots. Public water and sewer mains will be extended along Finley Court to provide utility service. The topography of the site is generally flat. An existing ditch located along Springstone Drive receives runoff from the property and drains towards Lanvale Road. Portions of the ditch located north of a proposed Brunswick County detention pond outfall will be filled. The Springstone Drive R/W does not drain to this ditch. Utilities Water service for the site will be provided by tapping the existing public main located in the near shoulder of Springstone Drive and extending a new 2" public main around the cul de sac. The average daily water demand for the 8 homes is 3,200 GPD. Sewer service for the site will be provided by coring the existing manhole in the public gravity sewer system located in the opposite shoulder of Springstone Drive and extending a new 8" public gravity main into the site. The average daily sewer flow for the 8 homes is 1,680 GPD. The 10 lots which front on Springstone Drive will be provided with service taps on the existing public mains, adding another 2,100 GPD. The total average daily sewer flow is 3,780 GPD. Soils Soils in the project area are mapped in the USDA Soil Survey as Torhunta mucky fine sandy loam. This soil group is generally poorly drained and is classified as soil groups A-D, depending on drainage conditions. Planned Erosion Control and Stormwater Management Practices The overall project is designed to meet NCDEQ low density requirements. The northernmost 2.8 acres of the site —which included 6 lots and a pond —was permitted by NCDEQ on 6/21/2017 as SW8 170316. This permit is presently being modified to include an additional 6.5 acres that contains 12 lots, Finley Court, and a second pond. A single Brunswick County stormwater permit is being sought for the entire 9.3 acre site. Portions of the project fronting on Springstone Drive are standard low density with no engineered system as part of the permitted NCDEQ treatment. It should be noted that Springstone Drive (existing Town of Leland 50' public R/W) is not part of the project area and is covered by a separate stormwater permit (LSW10-01). No runoff from the Finley Farms property is designed to reach the collection system in Springstone Drive. Runoff from the Springstone Drive R/W, including proposed driveway crossings, will continue draining towards Springstone Drive. Portions of the project adjacent and draining to Finley Court (proposed 40' private R/W) will be collected in the gutter and conveyed to an NCDEQ low density curb outlet swale. Two ponds are provided to meet Brunswick County detention. The ponds effectively function as a single pond, as they are linked by a submerged culvert and have a single outlet structure. The excavated material will be used to raise the grade of the lots approximately 1 foot. Approximately 7.2 acres of the 9.34 acres site is routed through the pond for detention. Most of the 2.1 acres that is allowed to bypass the pond consists of rear/side yards of lots 1-9. Approximately half of the building envelope of lots 3C, 1, 8, and 9 are allowed to bypass the pond by draining via sheet flow to adjacent swales. At any given time during the 1 year, 24 hour storm event, the outfall from the pond plus the outfall from the areas that bypass the pond is less than the predevelopment 1 year, 24 hour storm discharge rate. Similarly, the cumulative post development 10 year, 24 hour discharge is held to within 105% of the predevelopment discharge for the same storm event. To satisfy the Brunswick County and NCDEQ permit requirements, the drainage plan for the 18 proposed lots shall be implemented as follows: Lots 3B, 3A, 4C, 4B, 4A, 5C, 56, and 5A are NCDEQ standard low density. They do not drain to a roadway gutter and are not afforded any NCDEQ treatment beyond sheet flowing off the lot. To meet Brunswick County detention requirements and to prevent the runoff from reaching the collection system in Springstone Drive, all runoff from lots 3B, 3A, 4C, 4B, 4A, 5C, 5B, and 5A shall be routed to the rear of the lots via sideline swales. This runoff is then routed through the ponds and released by the outlet structure to the portion of the existing ditch that runs alongside Springstone Drive which is to remain. • Approximately half of the building envelopes of lots 1 and 3C shall be routed to the pond, while the other half may drain to the pond's outfall swale. • The building envelopes for lots 2-7 shall be routed to the front of the lots and into the proposed curb and gutter section of Finley Court. From there, runoff is routed through a curb outlet swale to satisfy NCDEQ low density treatment and into the pond for Brunswick County detention. The rear yards may be permitted to drain offsite via sheet flow. • Approximately half of the building envelope of lot 8 shall be routed to Finley Court and its outfall swale. The other half may drain to the existing ditch that runs alongside Springstone Drive. • Approximately half of the building envelope of lot 9 may drain to the existing ditch that runs alongside Springstone Drive. The rear yard may be permitted to drain offsite via sheet flow. • If these drainage patterns are deemed infeasible, the design engineer shall be notified and appropriate permit modifications shall be sought. During construction, the pond will be utilized as a temporary sediment basin. Silt fence will be used downslope of disturbed areas which are not routed through the pond. Gravel construction entrances will be utilized at the entrance to Finley Court as well as on each of the 10 lots fronting on Springstone Drive to prevent tracking sediment onto the existing roadway. If the desire is to modify this permit, can we retroactively assign a flow of 210 GPD for the 63 original Tara Forest lots? The total flow for the 81 lots in Tara Forest and Finley Farms would then be 17,010 GPD. This 5,670 GPD surplus would be sufficient for 27 additional lots at 210 GPD each.
