DANIEL SMITH Director Willie Hardee Owner Hardee Recycling Center 4093 US 264 Hwy E Washington, NC 27889 Dear Mr. Hardee: NORTH CAROLINA Environmental Quality November 26, 2019 Subject: General Permit No. NCG200000 Hardee Recycling Center COC No. NCG200524 Beaufort County In accordance with your application for a discharge permit received on June 7, 2019, we are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state — NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please be aware that Broad Creek (segment index number 29-10-(3)) is an impaired water. This stream is impaired because both Mercury in fish tissue and Copper have exceeded concentration. There are also multiple Total Maximum Daily Loads (TMDLs) that affect this watershed. Information about these TMDLs can be found on Division of Water Resources' website: https://deq.nc.gov/about/divisions/water- resources/planning/modeling-assessment/tmdls. In Part I, Section A, the General Permit explains that for discharges to watersheds affected by a TMDL, coverage under this permit may depend on the facility demonstrating that discharges have no reasonable potential to violate applicable water quality standards for specified pollutants. Please be aware that a Stormwater Pollution Prevention Plan (SPPP) is required to be developed and implemented no later than twelve months after the issuance of this COC. Please take notice that this certificate of coverage is not transferable except upon approval of the Division of Energy, Mineral and Land Resources (Division). The Division may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources, the Coastal Area Management Act, or any other federal or local government permit that may be required.
