SMITH Director Mr. Michael Cope Maintenance Supervisor Macon County 5 West Main Street Franklin, NC 28734 Dear Mr. Cope: NORTH CAROLINA Environmental Quality November 27, 2019 Subject: General Permit No. NCGO80000 Macon County Garage and Maintenance Building COC No. NCGO80981 Macon County In accordance with your application for a discharge permit received on October 8, 2019, we are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state — NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please be aware that Little Tennessee River (segment index number 2-(1)) is an impaired water. This stream is impaired because mercury found in fish tissue has exceeded criteria. There are also multiple Total Maximum Daily Loads (TMDLs) that affect this watershed. Information about these TMDLs can be found on Division of Water Resources' website: https://deq.nc.gov/about/divisions/water- resources/planning/modeling-assessment/tmdls. In Part I, Section A, the General Permit explains that for discharges to watersheds affected by a TMDL, coverage under this permit may depend on the facility demonstrating that discharges have no reasonable potential to violate applicable water quality standards for specified pollutants. Please be aware that a Stormwater Pollution Prevention Plan (SPPP) is required to be developed and implemented no later than six months after the issuance of this COC. Please take notice that this certificate of coverage is not transferable except upon approval of the Division of Energy, Mineral and Land Resources (Division). The Division may require modification or revocation and reissuance of the certificate of coverage. NCGO80000 CERTIFICATE OF COVERAGE No. NCGO80981 STORMWATER DISCHARGES NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the Federal Water Pollution Control Act, as amended, Macon County is hereby authorized to discharge stormwater from a facility located at Macon County Garage and Maintenance Building 40 Pannell Lane Franklin Macon County to receiving waters designated as Little Tennessee River, class C waters in the Little Tennessee River Basin, in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III, and IV of General Permit No. NCG080000 as attached. This certificate of coverage shall become effective December 1, 2019. This Certificate of Coverage shall remain in effect for the duration of the General Permit.
