In accordance with your application for a discharge permit received on August 20, 2019, we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please be aware that Great Coharie Creek (segment index number 18-68-1) is an impaired water. This
stream is impaired because mercury found in fish tissue has exceeded criteria. There are also multiple
Total Maximum Daily Loads (TMDLs) that affect this watershed. Information about these TMDLs can
be found on Division of Water Resources' website: https://deq.ne.gov/about/divisions/water-
resources/planning/modeling-assessment/tmdis. In Part I, Section A, the General Permit explains that for
discharges to watersheds affected by a TMDL, coverage under this permit may depend on the facility
demonstrating that discharges have no reasonable potential to violate applicable water quality standards
for specified pollutants.
Please take notice that this certificate of coverage is not transferable except upon approval of the Division
of Energy, Mineral and Land Resources (Division). The Division may require modification or revocation
and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Resources, the Coastal Area Management Act, or any other federal or local
government permit that may be required.

STORMWATER DISCHARGES
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,
North Carolina Kenworth Inc.
is hereby authorized to discharge stormwater from a facility located at
MHC Kenworth
1103 N. US 421 Highway
Clinton
Sampson County
to receiving waters designated as Great Coharie Creek, class C;SW waters in the Cape Fear
River Basin, in accordance with the effluent limitations, monitoring requirements, and
other conditions set forth in Parts I, II, III, and IV of General Permit No. NCG080000 as
attached.
This certificate of coverage shall become effective December 1, 2019.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
