Dear Mr. Weaver,
Dow Silicones Corporation is submitting this correspondence to formally request that NPDES
Permit#NC0088773 be rescinded. This permit is associated with a Dual Phase Extraction(DPE)
Groundwater Remediation System previously operated at the Dow Silicones Facility located at
2914 Patterson Street in Greensboro, Guilford County,North Carolina(the Site). The DPE
system was shut down on October 19,2017 to conduct a yearlong rebound study. In December
2018 the results of the rebound study were provided to the Division of Waste Management
(DWM), including a recommendation to terminate system operations. The DPE system was left
off-line during this timeframe,pending review of the shutdown request. In a letter dated
November 12,2019(see attached), the NCDEQ DWM approved Dow's recommendation to
cease operations of the DPE system. Since the system has remained off-line since October 2017
with no active discharge, Dow requests that NPDES Permit#NC0088773 be rescinded at your
earliest possible convenience.

Dear Mr. Strunk:
The North Carolina Hazardous Waste Section has completed its review of Dow Silicones Corporation's
Dual Phase Extraction System Rebound Testing Results Report dated December 12,2018. The
Hazardous Waste Section agrees with the conclusions of the report that the influence and effectiveness
of Dual Phase Extraction system is limited and its continued operation would provide little benefit.
Dow Silicones may cease operation of the Dual Phase Extraction system. The Building 3 soil and
groundwater remediation will be addressed in the site wide remedial activities of the Dow Silicones
facility. ,
