Permit WQ0039181 Rowan County On November 14t1i, 2019, the Mooresville Regional Office (MRO) completed a Compliance Inspection for the subject facility. The MRO would like to thank Mr. Lynn Aldridge and Mr. Mark Van Wagenburg for taking time to meet with us and discuss questions regarding the Spray Irrigation system. The facility is currently not in compliance with the irrigation loading rates set forth in the permit. As a result, Notice of Deficiency: NOD 2019-LV-0160 was issued. The NOD has been submitted separately as a response will be required. MRO staff continue to mention the point of concern is that the lagoon should be reasonably protected to prevent access by people or animals. The attached reports should be self-explanatory. Currently, the permit indicates the effluent wastewater application volume not to exceed 3,400 GPD. The NDAR-1 records indicate that irrigation rates were exceeded during the months of April, May, August and September 2019. The data presented in the NDAR-1 records indicates that by the end of September 2019, the total Yearly Rate of application of 15.75 inches had been exceeded. The September NDAR-1 also indicated the total yearly application rate was at 15.94 inches. Additonal irrigation for the remainder of the year will be in exceedance of the current permit limitations. During the permitting process, the permittee hired a Soil Scientist to provide a recommended rate of application based on the hydraulic loading capacity of the soil type present in the dedicated irrigation fields. The permit was issued based on the Design Irrigation Rate of 15.75 inches per year per field. Although the application rate of the permit has been exceeded, the hydraulic loading capacity of the soil has not been exceeded. A Notice of Deficiency has been issued due to noncompliance with a permit condition. Flow is recorded after each irrigation event and divided by the three fields equally. The NDAR-1 records report that the irrigation rates for the months of April, May, August and September 2019, were exceeded the permitted irrigation rate. An effluent flow meter was installed in February of 2019 and is still under the initial warrantv. As such, the factory calibration is considered to be accurate. The effluent irrigation number indicates that the application rate is exceeding the recommended irrigation rate of 1.1 inches for the Soil Unit 1 type that is present in the currently active irrigation fields. This application rate has been adopted from the Irrigation Design System as presented in the permit application. However, this well is greater than 500 feet from the application fields. The WSW is the water source for the business operation. The temperature on the day of the site visit was below freezing. The introduction of water into the spray irrigation line while the air temperature was at freezing may have caused damage to the pipes.
