BOX 429 KIINEiS MOUNTAIN, NU 26066 August 1, 2016 Derek Denard State of North Carolina Dept. of Environmental Quality Water Quality 1617 Mail Service Center Raleigh, NC 27699-1617 Subject: July 11 2016 Status Report for Pilot Creek WWTP Mr. Denard, The City of Kings Mountain holds NPDES Permit NC0020737. On July 18, 2016, the City (Pilot Creek WWTP) received the signed Special Order by Consent by the Environmental Management Commision. This Order states Status Reports are due on the 1st day of Jan., April, July and October of every year until May 31, 2018 in the Scheduled Activity section, Section 2. (b). Please excuse this late report due to the fact the (signed) SOC was received on July 18th, 2016. Steag Energy Services is the only industry with the City that is known to discharge thallium into the collections system. Therefore, Steag's discharge is being monitored closely to ensure no upset to the Pilot Creek WWTP. Please see the following activity that has taken place in order to obtain compliance with the SOC at hand; January 5th, 2016: Modification to Steag permit #032. This modification included tier limits set under the special conditions section and limit sheet. These modifications were submitted to the Division for approval. Awaiting approval of the Cities SOC the following modifcation was made; March 25th, 2016: Modification to Steag permit #032. This modification added a limit for thallium of 0.300 mg/L to ensure compliance with the Cities current permit. These modifications were submitted to the Division for approval. July 14th, 2016: Steag submitted an application renewal letter stating no changes have been made to the process. July 18th, 2016: The City received the signed SOC. Steag's permit was modified per Wes Bell to set a Monitor Only limit for thallium on Steag's permit during the duration of the Cities SOC. Steag is to continue to submit monthly monitoring reports. Pilot Creek is constantly monitoring for thallium and will continue to do so in order to obtain compliance with our NPDES permit/SOC. The following data has been collected for thallium at Pilot Creek for comparison to the data received from Steag Energy Services. The following results are monthly averages for each facility: Pilot Creek is continuously running the onsite belt press in order to reduce the amount of thallium in the effluent. Steag Energy informed the City that they will send the products that they believe has the higher levels of thallium to their Charlotte facility. This should help reduce the amount of thallium in the effluent at Pilot Creek. The City of Kings Mountain will continue to work diligently toward the removal of thallium at the Pilot Creek WWTP.
