Per your letter of October 17, 2019 and the accompanying inspection report, we are responding
to you regarding our plans to address two (2) significant issues noted in the report.
We are very much aware of the tears in the lagoon liner as well as the need for
repair/replacement of the irrigation equipment at the spray fields. The Town is working to
replace spray heads and improve the operation of the spray irrigation process. We have also
submitted a CDBG-I grant application seeking funds to replace the lagoon as well as
repair/replace the spray field irrigation system. We are anxiously awaiting the notification of
the grant award. We have spoken with Secretary Regan about this and are working with Julie
Cubeta on this.
The other items which you mentioned in your report are being addressed by our ORC J. J.
Chadwick, Jr.

The North Carolina Division of Water Resources conducted an inspection of the Pollocksville WWTP on
10/15/2019. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non -discharge Permit No. WQ0007283. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
Please respond in writing to this office within 45 days of your receipt of this letter regarding your plans
or measures to be taken to address the following significant issues:
• Numerous tears in the lagoon liner. (pictures are attached following the inspection report)

Inspection Summary:
A compliance inspection was conducted on October 14, 2019, Sarah Toppen and David May with NC Division of Water
Resources met on -site with J.J. Chadwick. He was listed as the new ORC on August 1, 2019.
Below is a list of the significant issues that have been documented during the inspection:
- Numerous tears in the lagoon liner. (pictures are attached following the inspection report)
- The irrigation equipment at the spray fields need replacement/repair.
Please, let our office know how and when these issues will be rectified.
The ORC stated that everything is currently working at the facility but that more repairs are in the process (ex. repairing the
spray heads). Other items in need of repair/replacement is the gates at the main entrance of the lagoon and across the
street at the spray fields. Also, the liner of the lagoon has numerous tears.
There was a Ground water violation in March 2019 at MW-3. Total Nitrate Nitrogen was 14.6 mg/L but the limit is 10mg/L.
The fields across the street from the lagoon were observed with high grass and fields need to be maintained.
Make sure all logs (Maintenance logs and and inspection logs) are kept and maintained.
The facility is in noncompliance due to some of the repairs needed at the facility. Continue to work repairs and let us know if
you have any questions.

Comment: The fields are not irrigated on very often because the spray irrigation equipment is not in -good
condition. The ORC stated that he is working on replacing the spray heads in Zone 2 site 2
currently. The spray fields behind the lagoon were turned on during inspection There are some
numerous spray heads that need repair.
There is no gates that can be locked to restrict access to the lagoon or spray fields since the
hurricanes. Section III. number 9. of the current permit states that public access to the irrigation
sites and wastewater treatment facilities shall be prohibited.
MW-3 was tagged but not locked. ORC stated he was going to get a lock for the well and the
ORC stated he would add new stickers to identify the proper well number.
