The proposal consists of the establishment and operation of a 225-acre commercial stream and wetland mitigation bank located within four unnamed tributaries to Carraway Creek in the Neuse River Basin, along Casey Mill Road, Goldsboro, Wayne County, North Carolina. (Latitude 35.321ION, Longitude-77.989722°W) The Corps determined the Prospectus was complete and issued a public notice (P/N # SAW- 2017-02527) on December 12, 2018. The purpose of this notice was to solicit the views of interested State and Federal agencies and other parties either interested in or affected by the proposed work. Attached are comments received in response to the public notice from the North Carolina Department of Natural and Cultural Resources State Historic Preservation Office. The Corps has considered the comments received from members of the Interagency Review Team (IRT) and information that was discussed during an IRT site review on June 24, 2015. We have determined that the proposed mitigation bank appears to have the potential to preserve and enhance aquatic resources within the Upper Neuse 8-digit Hydrologic Unit Code (HUC) 03020202 of the Neuse River Basin. Therefore, the bank sponsor may proceed with preparation of a draft Mitigation Banking Instrument (MBI). Please provide a response to the attached comments with your draft MBI submittal. We have reviewed the information provided and offer the following comments. One previously recorded archaeological site, 31WY221, is located in the southeast corner of the subject parcel. This precolonial American Indian site has not been assessed to determine if it is eligible for listing in the National Register of Historic Places. Based on the layout of the proposed mitigation features, it does not appear that ground disturbing activities will take place in the immediate vicinity of 31 WY221. Therefore, the proposed undertaking as presently configured should have no effect on any historic properties eligible for listing in the National Register. However, should the design of the proposed mitigation features change, we recommend additional review by this office. The above comments are made pursuant to Section 106 and 110 of the National Historic Preservation Act and the Advisory Council on Historic Preservation's Regulations for Compliance with Section 106 codified at 36 CFR Part 800.
