A review of the Non -Discharge Monitoring Reports (NDMRs) for the months of April, May, August, and
September 2019, for the subject facility revealed that monthly average limit violations occurred for the
parameters indicated below:

The permit adopted the Irrigation System Design Criteria presented in the permit application. Therefore, a Yearly
Maximum Application Limit of component 15.75 inches per dedicated field for this spray irrigation system was
established as a permit condition. As of the end of September 2019, a yearly running total was reported to be
15.94 inches, which exceeds the yearly maximum application limit of 15.75 inches.
The information received in the permit application indicates that the dedicated irrigation fields are capable of
accepting higher hydraulic loading limits. In order to correct the current exceedances for these over limit concerns,
a Correction Letter will need to be submitted requesting the irrigation rate be adjusted to increase the daily
average irrigation limit and the yearly maximum limit. This letter can be submitted by a Soil Scientist indicating the
soil properties of the dedicated fields have not changed from the original permitted soil type and suggested
hydraulic loading rates remain the same as noted in the permit application.
The Mooresville Regional Office (MRO) recommends that a buffer be considered for the increased application rate
to avoid hydraulic over -loading of the soils at the subject site.
Please be aware that noncompliance with your permit could result in enforcement action by the Division of
Water Resources for these and any additional violations of State law. The Mooresville Regional Office
encourages you to take all necessary actions to bring your facility into compliance.
