Dear Mr. Floyd:
On November 12, 2019, Brian Lambe from the Wilmington Regional Office of the Division of Energy,
Mineral, and Land Resources (DEMLR), conducted a compliance evaluation inspection for Atlantic
Marine Wrightsville Beach located in Keel Street, New Hanover County, North Carolina. The site drains
to Motts Channel, which is currently classified as Class SB Waters in the White Oak River Basin.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):
1) Stormwater Pollution Prevention Plan (SPPP)
A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and properly
implemented.

Other Observations:
Sampling results demand a tiered response due to copper and zinc exceedances. Please review permit
requirements. However, due to moving maintenance requirements to the Eastwood facility, you are
relieved of the Tier Two and Three requirements for the duration of the permit term, which is set to
expire May 31, 2020. Additionally, you must contact this office if copper samples exceed 0.050 mg/L .
Thank you for your assistance and cooperation during this inspection. Please be advised that violations
of the NPDES Stormwater General Permit may be subject to a civil penalty assessment of up to
$25,000.00 per day for each violation. If you have any questions, comments, or need assistance with

Inspection Summary.
Met with Steve Tyler, Consultant, and John Mobley, Yard Operations Manager. The SPPP was prepared by SwSG and has
been updated regularly.
Sampling has occurred at two outfalls, SWO 1 and SW04. Sampling for copper has exceeded the benchmark of 0.005mg/L
since 3/2015, but has drastically improved since 2018 to the most recent samples recorded on 10/1412019 of 0.012mg/L and
0.031 mg/L in their respective outfalls. The zinc sampling has exceeded benchmarks, but this is likely attributed to the
building and galvanized materials onsite.
The sampling does require Tier Two and Tier Three response from the permittee. However, the monthly sampling is relieved
in order to see the long term effects of the maintenance department being moved to another location. The only operation
onsite is handwashing and rinsing of boats and boat storage. Relief of sampling expires with renewal of the permit (after May
31, 2020). Additionally, notification of the office is required if the sample results exceed 0.050 mg/L.
