On January 19, 2016, the Division of Water Resources (Division) received an adjusted daily sewage flow
rate (flow reduction) request that would apply to all future residential connections tributary to the
Majestic Oaks WWTF (WQ0030088).
In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated the request and based on the
data submitted, the Division hereby approves for use by the applicant an adjusted daily sewage design
flow rate with the following conditions:
• The flow reduction is granted for future residential connections tributary to the system.
Permitted but not yet tributary connections can be granted the flow reduction, however a permit
modification request must be submitted to the Division.
• The flow reduction is applicable to residential single family dwellings only.
• The minimum flow for 1 and 2 bedroom dwellings shall be 140 gallons per day.
• Each additional bedroom above two bedrooms shall increase the volume by 70 gallons per day
per bedroom.
• This flow reduction shall not apply to sewer extension applications and/or permits for any other
public or private organizations whose wastewater flows are or might become tributary to the
Majestic Oaks WWTF (WQ0030088).
All other aspects of the permitting process remain unchanged, and all applications must be in compliance
with the statues, rules, regulations and minimum design criteria as certified by the owner and engineer.
Regardless of the adjusted design daily wastewater flow rate at no time shall the wastewater flows
exceed the effluent limits defined in the for the treatment facility or exceed the capacity of the sewers
downstream of any new sewer extension or service connection(s)

The granting of this flow reduction does not prohibit the Division from reopening, revoking, reissuing
and/or modifying the flow reduction as allowed by the laws, rules, and regulations contained in 15A NCAC
02T, NCGS 143-215.1, or as needed to address changes in State and/or Federal regulations with respect
to wastewater collection systems, protection of surface waters and/or wastewater treatment.

In accordance with 15ANCAC 02T .0114(f), the Hampstead Land Group, LLC requests a reduction
in the flow design rate for this collection system. Below and attached are the specific items
needed to grant this request:
A. Meter Calibration - attached is the meter calibration report completed on March 24,
2015.
B. Connections- The WWTP receives flow from:
• 8 commercial tenants, who occupy approximately 45,000 SF of space in
an adjacent shopping center to the residential subdivision
• 119 Tributary Residential Units of 126 Permitted

C. Collection System Ownership -There are two different collection system that flow into
the WWTP facility. The shopping center is not part of the flow reduction request so
should not be considered In this request. The residential portion of the collection system
is owned by same entity as the WWTP, Hampstead Land Group, LLC. It is worth
identifying that Old North State Water Company, has been granted temporary operating
authority by the NCUC, and Michael J. Myers has been given signature authority by
Hampstead Land Group, LLC.
D. Collection System Age- The collection system has been constructed during the past 15
years.
E. Infiltration/Inflow Analysis- During the past year the average daily flow was 23,486
gallons per day, the max daily flow recorded during May was 37,217 gallons per day. In
speaking with the operator, 1/1 is not a significant issue and is estimated only to be a
max around 5,000 gallons during a very large rain event. Other fluctuations in flow are
attributed to rain accumulating in the 5-day upset pond, each inch of rain contributes
about 6,000 gallons of rainwater that has to be sent through the WWTP.
F&G. Flow Summary— Flows were analyzed from August 2014 to September 2015. The
shopping center flows were separated out by looking at the flows at the main lift
station, which receives all the residential flows before being pumped to the WWTP. A
drawdown was performed, and pump run times used an extended period to come up
with an average daily flow from the residential portion. This flow was then subtracted
from the adf of the WWTP to provide an allocation to the shopping center for use in the
flow reduction request calculation.
H. Based on the information detailed above, the ADF for the sample period is 23,487gpd,
the adf for the dedicated residential lift station for similar time period was 19,144 gpd.
This leaves a daily flow of 4,434 gpd to the shopping center. May 2015, has the highest
monthly adf of 25,839 gpd. The three highest days in May were: 37,217gpd; 31,745 gpd;
and 30,746 gpd. The average of those three days is 33,236 gpd. Removing the 4,434 gpd
from the shopping center, this leaves 19,144 gpd from the homes. Based on the 119
tributary homes, this equates to a flow reduction value of 243 gpd/connection.
