Dear Mr. Becker:
On October 4, 2019, the Division of Water Resources (Division), Winston-Salem Regional Office
received a complaint of sewage odor at the above referenced wastewater treatment plant. The
complainant noted that the odor is permeating and especially noticeable in the evenings. The
Division has received several similar complaints over the past 2 years.
Paul DiMatteo visited the site on the evening of October 10 and noted a concentrated area of
sewage odor near Keswick Lane and Deercroft Lane. The inspector then met with Samuel Pegram,
Operator in Responsible Charge (ORC), on November 7 to discuss the complaint. According to
Mr. Pegram, although a blower was down around the time of the complaint, it was operating
normally by the time the Inspector visited the site and detected the odor. Mr. Pegram also said he
didn't think their temporary rerouting of air from the equalization basin to maintain adequate air
in the aeration basin would cause the odor in question. The inspector discussed the possibility of
the odor originating from a slug of septic water in the collection system, but this was not verified
during the inspection.

include your typical response to receiving these complaints, your thoughts on the cause of the odor
conditions, any justifications for those thoughts, and the feasibility of implementing a solution.

On November 7, 2019, 1 met with Samuel Pegram to discuss a recurring complaint of sewage odor in
the community, especially in the area near Keswick Lane directly uphill of the wastewater treatment
plant. After receiving the most recent complaint I visited the area in the evening around 7:00 pm on
10/10/2019 and verified an odor that was concentrated around Deercroft Lane and Keswick Lane. I
spoke with some nearby residents who said that the odor is most noticeable in the morning and had
concerns that the wastewater plant was not sized adequately to handle its flow. I thought that the odor
was probably not attributable to the wastewater plant due to the concentrated area of the odor and its
proximity to the wastewater treatment plant's influent.
Mr. Pegram explained that a blower went down around 9/30, and it took a few days to get the blower
replaced and wired up. However, he said that the new blower was operational by 10/8, and Mr. Pegram
also said that in order to adequately feed the aeration basins while the blower was down they cut air to
the equalization basin, but he didn't think this would cause a noxious odor. He also said that they
received a complaint as well and put out deodorizing blocks, but they were not able to verify any odors.
Recent complainants have said that the odor is most apparent during the evening.
We discussed the possibility that the issue lies in the collection system, that a slug of septic water may
be moving through the collection system in the evening and causing the odor. We checked the
Keswick Ln pump station and a manhole near Keswick Lane and Deercroft Lane in an attempt to verify
flow conditions to substantiate whether water may be going septic, but we were not able to make any
determinations.
