Could you please "second" this plan, as it came through triage. Apparently, the project is on hold
pending submittal of an approved Mitigation Plan.
Amanda noted that for the proposed impacts at the landfill site, they are proposing the stream
restoration described in the plan, and have been approved for payment to EEP for 6.73 acres of
riverine wetlands. However, there is 0.15 acres of isolated wetland impacts that are not
accounted for.
My main comment is that the degraded stream and UT appear to flow through a mature
bottomland hardwood forest (see aerial photograph Figure 3). In fact, the plan itself states that
the floodplain and surrounding areas are bottomland hardwoods, which are described on page 2
as "mature, robust Piedmont Bottomland Forest community". Based on the physical data, the
stream does appear to be overwidened and incised, and the banks are undercut in spots. The
plan does state that they plan to preserve, where possible, "especially large or valuable trees". ~ ~,~y
With regard to monitoring, do we want to ask them for biological monitoring? This is an issue that ~ ~" '~bS
begs discussion at our meeting next Monday. How do we decide who has to do biological ~• S
monitoring? And if we ask for biological monitoring, what do we use as the success `eria? _ ~,
They do mention a number of times that the restoration activities will improve water quality. How rd~
do we evaluate this?
