Dear Mr. Daisey, The North Carolina Department of Transportation (NCDOT) is requesting a Major CAMA/Dredge and Fill permit for maintenance excavation of a man made drainage canal at it's confluence with the Albemarle Sound located at the terminus of SR 1225 Pledger Harbor Road east of Columbia in the Community of Goat Neck, Tyrrell County, North Carolina. This proposed maintenance activity has been identified as a potential for drainage improvement in the Goat Neck community. The canal opening and adjacent Albemarle Sound shoreline is exposed to northly winds that result in seasonal shoaling of the canal opening by wave action. This maintenance activity has been authorized once in 2017 by CAMA/Dredge and Fill General permit no. 68746-B issued on 6 December 2017. Rather than continuing to authorize future maintenance of this project with general permits, the NCDOT is seeking authorization to maintain this area of the Palmetto Peartree Drainage Canal through the Major CAMA/Dredge and Fill process. The maintenance activities would be conducted using a tracked excavator and dump truck working from uplands at the sound shoreline and along the road shoulder of SR 1225. The area that typically requires maintenance is f75' long x 20' wide to an average depth of minus 1.8' below the normal water level (NWL). Maintaining the canal opening to the aforementioned dimensions typically results in ±58 cubic yards of material. Spoil material will be placed directly into a closed body dump truck and hauled offsite to a local upland stockpile site owned by NCDOT. Included with this letter are the location map, permit drawings, MP-1 and MP-2 forms and the signed adjacent landowner notification statement. (SR 1225) DRAINAGE CANAL MAINTENANCE DREDGING PROJECT PROJECT SUMMARY: The applicant proposes maintenance dredging of a manmade drainage canal and maintenance/repair of existing rip rap revetments at the connection with the Albemarle Sound at the terminus of SR 1225 (Pledger Harbor Rd.) in the community Goat Neck, Tyrrell County. 8. NARRATIVE DESCRIPTION: Project Setting The proposed project site is located at the connection of an unnamed manmade drainage canal and the Albemarle Sound at the northern terminus of Pledger Harbor Rd (SR 1225) in the community of Goat Neck in Tyrrell County. The site is approximately 11 miles to the northeast of Columbia. Pledger Harbor Rd. is located within Palmetto-Peartree Preserve, which was created in 1999 as a mitigation bank for the endangered red -cockaded woodpecker. The 10,297 acre preserve site is currently owned by the North Carolina Wildlife Resources Commission and is classified as a Significant Natural Heritage Area. The project area is an estuarine forest dominated by Nyssa sylvatica (Black Gum), Acer rubrum (Red Maple) and other vegetation typically found in an eastern North Carolina pine/hardwood forest. Phragmites australis (Common Reed) and various grasses are found along the drainage canal and roadway. There are no Coastal Wetlands present. Undeveloped forest/swamp lands dominate the surrounding area, with residences located approximately 1.15 miles to the south of the proposed project at the intersection of Pledger Harbor Rd. (SR 1225) and Goat Neck Rd. (SR 1223). Pledger Harbor Rd. is a state -maintained road with a travel lane of approximately 12' with grass shoulders in the project area. Roadside canals are located on the west side the entire length of the roadway. A floodgate within the canal system to limit wind driven sound water into the upper reaches of the canal is located approximately 0.50 miles to the south of the proposed project area. Approximate elevation of the project area is 0 — 2' above NWL. There are no stormwater runoff controls on the roadway in the project area. Stormwater sheet flows directly into the adjacent roadside canal and estuarine swamp forest from the road. There are no existing utility lines within the Right -of -Way of the road. The Environmental Management Commission has classified the Albemarle Sound as Class SB in the proposed project area. The waters are closed to shell fishing by the Shellfish Sanitation Section of the Division of Marine Fisheries. The unnamed canal is approximately 20' wide and approximately 0.8' to 1.5' deep in the project area within the canal. The water depths are approximately 1.8' deep 20' offshore within the Albemarle Sound. The Federal Emergency Management Agency has designated the project area as a Zone AE flood hazard area. There were no SAV's observed in the project area during the site visit. The applicant states the canal opening and adjacent Albemarle Sound shoreline are exposed to northerly winds that result in seasonal shoaling of the canal opening by wave action. DCM issued General Permit No. 68746 on December 6, 2017 for the maintenance excavation of approximately 1,500 sq. ft. of accumulated sediment at the project site. FIELD INVESTIGATION REPORT: NCDOT -TYRRELLCOUNTY PLEDGER HARBOR RD. (SR 1225) DRAINAGE CANAL MAINTENANCE DREDGING PROJECT Project Proposal NCDOT states the purpose of this project is to excavate sand accumulation at the confluence of the drainage canal and the Albemarle sound to improve gravity flow/drainage from the community of Goat Neck. The applicant states NCDOT is seeking to authorize maintenance/future maintenance through a CAMA Major Permit rather than continuing to obtain CAMA General Permits for each excavation. NCDOT states the proposed area to be maintained is approximately 75' long by the existing canal width (approximately 20' wide) to an average depth of 1.8' below normal water level (NWL). According to the applicant, typical canal maintenance to these dimensions will result in the removal of approximately 58 cubic yards of sandy material. Existing rip rap revetments on the northwest and southeast sides of the canal will be repaired/maintained within the current alignment/footprint with Class II and Class B stone to a height of approximately 3' (P above NWL). The applicant states the proposed activities and future maintenance activities would be conducted using a tracked excavator (with 30' reach) and closed body dump truck working from uplands at the sound/canal shoreline. Spoil Material would be placed directly into the truck and hauled offsite to a local upland stockpile site owned by NCDOT. Anticipated Impacts As proposed, the maintenance activities associated with the unnamed canal at the terminus of Pledger Harbor Rd. (SR 1225) would result in 1,332 sq. ft. of drainage canal and open water/shallow bottom (Albemarle Sound) impacts due to excavation. The project is not expected to impact navigability or public trust access. A localized increase in turbidity can be expected during any in - water construction activities related to the proposed project. There are no additional impacts anticipated due to the maintenance/repair of existing rip rap revetments due to all associated activities remaining in the same footprint and dimensions.
