Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The proposed stream restoration project will restore 1,072 linear feet of Stingy Branch and 202 linear feet of UT Stingy Branch in Haywood County to improve natural ecological conditions and streambank stability. The stream is incised with eroding streambanks causing impairment to water quality and aquatic habitats. The watershed drainage area for Stingy Branch is 0.2 square miles, consisting of forest and low -density residential land uses. The land area surrounding the proposed restoration project is primarily forest. This project is funded by a grant from the NC Clean Water Management Trust Fund and will include a permanent conservation easement on the riparian buffer extending at least 50 feet from the streambanks. 4b. The project will provide a sustainable ecosystem with stable streambanks and natural riparian buffer. 41. In -stream rock and log enhanced riffles and vanes will be used to maintain grade control, enhance bedform diversity, and protect streambanks from erosive hydraulic forces. Native riparian vegetation will be established to support long-term stream health. The project Will have a positive impact on the downstream watershed by reducing sediment loading. Impacts Will be minimized by maintaining as much as possible the existing stream channel and natural riparian buffer. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Construction impacts will be minimized by limiting in -channel work to low -flow conditions and temporarily diverting flow around the work zones with native gravel/cobble berms. Streambanks and other disturbed areas will be stabilized within 3 days using grass seed, straw mulch, and biodegradable erosion control mat. No impacts to existing wetlands will occur. Locate waste containers on areas that do not receive substantial amounts of runoff from upland areas and does not drain directly to a storm drain, stream or wetland. 5. Cover waste containers at the end of each workday and before storm events or provide secondary containment. Repair or replace damaged waste containers. 6. Anchor all lightweight items in waste containers during times of high winds. 7. Empty waste containers as needed to prevent overflow. Clean up immediately if containers overflow. 8. Dispose waste off -site at an approved disposal facility. 9. On business days, clean up and dispose of waste in designated waste containers. PAINT AND OTHER LIQUID WASTE 1. Do not dump paint and other liquid waste into storm drains, streams or wetlands. 2. Locate paint washouts at least 50 feet away from storm drain inlets and surface waters unless no other alternatives are reasonably available. 3. Contain liquid wastes in a controlled area. 4. Containment must be labeled, sized and placed appropriately for the needs of site. 5. Prevent the discharge of soaps, solvents, detergents and other liquid wastes from construction sites. PORTABLE TOILETS 1. Install portable toilets on level ground, at least 50 feet away from storm drains, streams or wetlands unless there is no alternative reasonably available. If 50 foot offset is not attainable, provide relocation of portable toilet behind silt fence or place on a gravel pad and surround with sand bags. 2. Provide staking or anchoring of portable toilets during periods of high winds or in high foot traffic areas. 3. Monitor portable toilets for leaking and properly dispose of any leaked material. Utilize a licensed sanitary waste hauler to remove leaking portable toilets and replace with properly operating unit. EARTHEN STOCKPILE MANAGEMENT 1. Show stockpile locations on plans.
