LTR Properties, LLC. c/o Robert Huckabee III Page 2 9. PROJECT DESCRIPTION 10. The project site is located at 1903 N. Lumina Ave. in Shell Island Sound also known locally as the Lollipop, adjacent to Middle Sound and the Atlantic Intracoastal Waterway (AIWW). The site is located within the Town of Wrightsville Beach, in New Hanover County. To locate the property, travel east on Eastwood Road (N.C. HWY 74) from Military Cut -Off Road for approximately 1 mile towards Wrightsville Beach. From the drawbridge, continue heading east on Causeway Drive (N.C. HWY 74) approximately 1 mile and proceed to cross the bridge over Banks Channel. Veer left at the light onto N. Lumina and continue to travel north approximately 1.2 miles until you reach the property of interest, which will be on your left. The applicant currently maintains a single-family residence on the project site. The property is adjacent to residential properties with existing single family structures and private docking facilities. Highground vegetation consists of ornamental landscaping. The lot is approximately 29,000 square feet in size and has an average elevation of approximately 5.70' above normal high water (NHW). The project site has approximately 95 linear feet of shoreline frontage stabilized by an existing bulkhead, which meets NHW. There is a patch of Coastal Wetlands consisting primarily of Smooth Cordgrass (Spartina alterniflora), which measures approximately 20' in width and is located at the south of the Riparian Corridor. The applicant currently maintains an existing 3-slip docking facility within Shell Island Sound (see Sheet 1 of 3). An access pier, measuring approximately 50' in length by 6' in width extends in a westerly direction from the existing bulkhead. The pier terminates onto a T-Head covered platform, measuring approximately 19' in length by 19' in width. An access ramp leads from the covered platform onto a floating dock, measuring approximately 20' in length by 10' in width, which runs in the same alignment as the access pier. Adjacent to this floating dock to the north is an existing boat lift measuring approximately 13' in length by 13' in width. Adjacent to this floating dock to the south are two floating docks measuring approximately 17' in length by 11' in width and 15' in length by V in width. The existing docking facility meets the Town of Wrightsville Beach's New Pierhead Line which was approved on August 22, 2018 according to the applicant. The Town of Wrightsville Beach Land Use Plan classifies adjacent waters and high ground area of the project site as Conservation. There are no known archaeological sites located in the project vicinity. The waters in the project area are classified SA/ORW by the Division of Water Resources. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. The applicant proposes to reconfigure the existing 3-slip private docking facility by adding floating docks and two boatlifts for a total of 4-slips. Extending from the waterward end of the covered platform would be a proposed fixed access pier/platform (F1) measuring approximately 4' in length by 6' in width (see Sheet 2 of 3). A proposed access ramp (F2) measuring approximately 16' in length by 3' in width would connect to the access pier/platform to the proposed floating docks. The access ramp would connect the northernmost floating dock (F3) (oriented parallel with the access pier/platform) measuring approximately 42' in length by 6' in width creating boat slip #4. Extending south on the landward side of this floating dock approximately 6' from the gazebo would be a proposed floating dock (F4) measuring approximately 34' in length by 4' in width creating a spine. At the southern end of this floating dock connected perpendicularly would be a proposed floating dock (F5) measuring approximately 40' in length by 4' in width creating boat slip #1. Four (4) tie pilings are proposed approximately 23' to the south from this floating dock (F5) within the southern 15' Riparian Corridor Setback to help secure the owner's 42' Luhrs Sport Fisher in slip #1 for permanent docking as reported by the application. The southern 15' Riparian Corridor Setback has been waived by the adjacent riparian property owners. Extending perpendicular to the shoreline approximately in the center of the floating dock spine (F4) would be a proposed floating LTR Properties, LLC. c/o Robert Huckabee III Page 2 dock (F6) measuring approximately 26' in length by 4' in width. This middle floating dock would create two slips which would be occupied by two proposed boatlifts. The northern boatlift, occupying slip #3, would measure approximately 26' in length by 16' in width and the southern boatlift, occupying slip #2, would measure approximately 26' in length by 14' in width. The water depths in the area of the proposed docking facility range from approximately -5' to -1 Vat mean low water (MLW). The proposed expansion of the existing docking facility would not exceed the Town of Wrightsville Beach's New Pierhead Line which was established on August 22, 2019 as reported by the applicant. 11. ANTICIPATED IMPACTS The proposed expansion of the existing docking facility would incorporate an additional 400 ftz of Estuarine Waters and Public Trust Areas AECs. The proposed 400 ft2 addition of shading impacts to these AECs would meet the 8 square feet per linear foot of shoreline rule (see Sheet 2 of 3). The proposed expansion would encroach into the southern 15' Riparian Corridor Setback, which has been waived by the adjacent riparian property owners the Perkins. The proposed expansion would not encroach into neither the northern 15' Riparian Corridor Setback nor the Town of Wrightsville Beach's Pierhead Line. The proposed expansion would extend approximately 85' into the waterbody, which measures approximately 850' wide from the edges of Coastal Wetlands bordering the waterbody. The proposed expansion would conform to the %4 width rule. Minor increases in turbidity should be expected during construction. The new layout will accommodate FOUR (4) Permanent Slips; TWO (2) end slips and TWO (2) interior slips with boat lifts. The existing main pier dock and gazebo shown on the survey completed by Port City Geomatics, dated April 11, 2019 signed by Jason Failla, PLS will remain as -in, unchanged. The work to be completed will extend beyond the gazebo out to the recently modified pierhead line. This new pierhead line was approved by the Town of Wrightsville Beach on 8.22.2018 on the drawings created by Patrick C. Bristow Land Surveying. David Edmonds, Owner's Agent, met with Debbie Wilson on Friday, May 31, 2019 to discuss this project to ensure the design and necessity of the perpendicular gangway out from the main peir to the floating docks was understood, allowed and pennittable. All calculations have been provided on various documents and related drawings within the permit application. As discussed, with Debbie, the reason for this layout is primary due to the need for deep water access and maximizing linear dock footage due to the current location of the existing Gazebo; which as stated previously, will not be modified. The owner has multiple boats ranging in size from 18' to 42'. This new layout with provide the owner and its guests with adequate linear dock footage to accommodate the 42' Luhrs Sport Fisher for both temporary loading, cleaning & maintenance on the Main 6' floater (F3) and permanent docking on the left 4' floater (F5). All work will be installed by a professional, licensed contractor. As the owner's agent and project manager, I will oversee all work throughout construction. An additional 75-day review period is provided by law when such time is necessary to complete the review. Under those circumstances, this letter will serve as your notice of an extended review. However, an additional letter will be provided on or about the 75th day. If this agency does not render a permit decision within 70 days from November 12, 2019, you may request a meeting with the Director of the Division of Coastal Management and permit staff to discuss the status of your project. Such a meeting will be held within five working days from the receipt of your written request and shall include the property owner, developer, and project designer/consultant.
