Attached are some screen shots and dimensions to better explain our construction and permanent rights -of -way. By using HDD rather than conventional open cut construction, we were able to reduce impacts along the longest wetland crossing by over 2 acres. The drawings will also show the obvious "necking down" that is being implemented at the open cut crossings. Basically, Piedmont is reducing it's workspace from 125 - 130' down to 70', which significantly reduces impacts on PFO wetlands. Below, we offer some additional details in response to your three questions. 1. Does the USACE have any ILF credits available for purchase? 2. The stumps will remain in place along the entire HDD crossing of Gum Swamp. In other areas, where the pipeline will be installed via conventional trenching, the root stalks will remain intact and the topsoil will be segregated, allowing the crossing to revegetate naturally; however, it will be maintained in a PEM/PSS condition to protect the pipeline from woody root encroachment. 3. Please see attached. I figured you would prefer 8.5 x 11 inserts of just the wetland crossings, but if you need more detailed drawings, I can sent you the full-size (34"x22") design plans. Below are my comments that need to be addressed before we can proceed with the application. 1. Converting 3.5 acres of Forested Wetlands to Emergent Wetlands will require mitigation. Especially if this utility corridor is going to be mowed and kept from re -growing back into a Forested Wetland. If the wetlands to be impacted are in pristine condition the mitigation ratio may be as high as 2:1. 2. Are the stumps of the trees going to be left in place with a gas line being installed so close by? If they are removed that's definitely going to be an impact. 3. 1 need plans with dimensions on them for the wetland impacts. A way needs to be found to avoid or minimize that 3.5 acre "permanent" wetland conversion impact.
