MS4 Permit Annual Report for Bessemer City

Dear Ms. Powell:
Thank you for your email and details regarding our Annual Report options as an audited MS4. Our
MS4 Audit for Bessemer City was completed on September 18, 2019 conducted by Lily Kay, Environmental
Specialist and James Moore, Assistant Reginal Director for the Mooresville Regional Office. To date, the City
has not received an official notice (NOD/NOV) from NCDEQ. However, at the audit closing conference, Ms.
Kay noted several items that were deficient in the City's program, including: our Stormwater Management
Plan (SWMP), Illicit Discharge Detection & Elimination (IDDE) records, and some general Good House
Keeping procedures. The City is dedicated to achieving compliance with our MS4 permit and meeting the
requirements. Currently, we are working with our consultant engineer to update our SWMP and IDDE
procedures and will be applying for a new MS4 permit upon completion.
