DANIEL SMITH Director November 19, 2019 Hy Speed Cleaning Products 301 Chesterfield Way Castle Hayne, NC 28429 NORTH CAROLINA EnWronn+ental Quality Subject: Compliance Evaluation Inspection NPDES General Stormwater Permit NCG060000 Certificate of Coverage NCG060324 Hy Speed Cleaning Products New Hanover County Dear Permittee: On November 7, 2019, Brian Lambe from the Wilmington Regional Office of the Division of Energy, Mineral, and Land Resources (DEMLR), conducted a compliance evaluation inspection for Hy Speed Cleaning Products located in Chesterfield Way, New Hanover County, North Carolina. The site drains to Prince George Creek, which is currently classified as Class C, Sw Waters in the Cape Fear River Basin. The following observations were noted during the DEMLR inspection (please see the attached addendum for additional information about your permit): 1) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and properly implemented. Yes ❑ No ■ 2) Qualitative Monitoring Qualitative monitoring has been conducted and recorded in accordance with permit requirements. Yes ❑ No ■ 3) Analytical Monitoring Analytical monitoring has been conducted and recorded in accordance with permit requirements. Yes ❑ No ■ Other Observations: Please find the enclosed No Exposure application and checklist. This may aid in knowing what will need to be done to qualify for the No Exposure. Until this department grants this status, the requirements of the permit must be followed, including preparing and implementing a stormwater pollution prevention plan and following the sampling protocols. Please be advised that violations of the NPDES Stormwater General Permit may be subject to a civil penalty assessment of up to $25,000.00 per day for each violation. The permittee has not complied with permit requirements of developing and implementing the Stormwater Pollution Prevention Plan and sampling program. Site investigation revealed a well maintained site. Stormwater collects at the loading dock and is pumped to the adjacent drainage ditch. The ditch surrounds the facility and discharges across the road to the north. There is another discharge point on the east of the facility leading from a covered area, but drains to the ditch. The ditch did not have dead vegetaton, but needs to be sampled to ensure that contaminants are not present. The area across the road is fenced in and is used for 55 gallon drum and 275g totes storage. The containers need to be evaluated if they are sealed or not. Unusable containers should be disposed of. Discussed the possiblity of No exposure. Additional actions are needed to qualify. An application and checklist is enclosed.
