The revised plan shows the culvert will be embedded into the stream utilizing step pools to attain the elevation drop necessary for low flow passage of water and aquatic life. The plans provided do not meet this requirement as the culvert will remain perched by 9 inches. Please provide a response that provides compliance with this requirement.
