Inspection Summary:
On February 7, 2018, this facility was inspected for compliance. During the inspection, it was noted that:
-While the records were well maintained, appropriate Teir response had not been. Due to having multiple consecutive
samples over benchmark on COD, you should immediately begin monthly monitoring, and begin exploring alternative
stormwater management practices until 3 consecutive results are below benchmark.
-A possible source of COD contamination is the lack of secondary containment for used totes which may have residual
chemical product on the outside and inside the container. Secondary containment should be immediately implemented.
-Due to the visible evidence of spilling, better housekeeping practices should be explored to reduce the amount of spill during
the fill/emptying of all tankers on site.

Inspection Summary:
Division of Water Quality staff (Susan A. Wilson) met with Mr. Jarl Renn (Operations Manager, Plant Engineer, and
Environmental Manager) at the site on June 15, 2009. Hexion Specialty Chemicals, Inc. manufactures Melamine
laminating resin (which is used for cabinets and flooring, etc.).
A site tour was conducted of the exterior of the facility, observing the potential stormwater exposure areas, outfail, and
site conditions (Mr. Renn also conducted a tour of the manufacturing/interior area). During the visit, the Stormwater
Pollution Prevention Plan manual was reviewed, operational activities and existing stormwater exposures were
discussed. The stormwater permit is currently up for renewal and some of the proposed changes were discussed with Mr.
Renn.
Secondary containment surrounds all existing chemical storage tanks, as well as the Methanol Recovery Column. A
canopy covers the truck loading pad. There are also sump and containment pit areas that prevent spills from entering the
stormwater conveyance. Any stormwater from the these areas can be pumped out and recycled. No vehicle maintenance
is conducted on -site.
Barring a catastrophic incident - there is likely no avenue for pollutant -exposed stormwater to reach the grassy area and
be conveyed to the stormwater outfall.
At the time of the inspection the site was found to be in compliance with the existing permit. The inspector noted that the
facility appeared to maintain good housekeeping practices and records were found to be in good order.
