In retrieving the stormwater monitoring data for this application, we have identified two monitoring gaps in the first two years of the permit period. We have been unable to determine whether sampling was not performed in those periods or whether it was performed and the records were not maintained. in addition, the summer 2013 stormwater sampling period was missed. If the final year analytical monitoring of the existing permit term has not been completed prior to filing the renewal submittal, then the last years monitoring results should be submitted within 30 days of receipt of the laboratory reports. (he. do not withhold renewal submittal waiting on lab results) Summary of Significant Changes to Industrial Activities Since the last permit application, the Momentive Specialty Chemicals site at 114 Industrial Blvd., Morganton, NC has looked for ways to eliminate possible releases of Oil and or chemicals. It was decided that we no longer needed to have two types of fuel for our boilers so we have decommissioned and removed the #Z fuel oil tank. We have reduced the amount of IBC's (totes) containing resin or non- hazardous waste from being stored outside and working on ways to eliminate this practice all together. Summary of BMPs Structural and non-structural Best Management Practices (BMPs) are evaluated and utilized at the facility to limit potential of pollutants from entering the stormwater. Momentive currently utilizes the following BMPs designed to eliminate exposure of potential pollutants to stormwater: • All ASTs located outside the main facility building are stored within concrete containment areas with sumps. Stormwater which accumulates inside the diked tank farm walls is either pumped into the plant for use as process water, or visually screened for pollutants before being discharged to the stormwater system. A trench system and 15,000 gallon containment pit are used to collect any spills/leaks at the bulk liquid loading/unloading area. Liquids that accumulate inside the containment pit are either pumped into the plant for recovery and use as process water, or visually screened for pollutants before being discharged to the stormwater system. The loading/unloading rack is covered with a canopy to limit stormwater exposure to the area. • A trench system and sump to collect any spills/leaks in the flammable materials/hazardous waste storage area. Materials collected in the sump are either pumped into the plant for material recovery or pumped into totes and transported offsite for disposal. The storage area has three sides and a roof. • Non -paved areas at the facility are vegetated to reduce soil erosion. • All facility processes are conducted inside the main facility building. • The ASTs located in the Tank Farm are equipped with Level Indicators (LI) and Level Alarms (LA) that are transmitted to the control area. The high level alarms are audible both inside and outside the plant. All tank readings are being taken daily and reconciled with each transfer. Any faulty LI or LA is noted as part of this process and quickly corrected. • In the event of forecasted weather where significant rain is expected to fall: o The facility would lower liquid volumes in tank farm containers as possible; and o The facility would ensure that containment areas are emptied of any liquids to ensure that the full containment volume is available. Melamine resin is manufactured by mixing urea with formaldehyde under heat and pressure. The boiler on site uses natural gas but there is a large empty fuel tank on site. ]m airment: Little Silver Creek is not on the 303(d) list. Basinwide Plan indicates that Silver Creek 1 1-34-(0.5) (which Little Silver Creek drains to) is supporting for 2004 and supporting but threatened in 1998. 4. Threatened and Endal peg red: Based on the Natural Heritage Virtual Workroom there are no federally protected species within a two mile radius of the facility. 5. Location: Receiving stream is classified as a C. 6. Industrial Changes Since Previous Permit: The only significant change at the site when the application was filed was the addition to the tank farm to provide secondary containment of a Methanol Recovery Column and it's associated tank. 7. Analytical Monitoring Notes: No analytical monitoring was required in the expired permit. Ammonia, Formaldehyde, and COD have been added to the monitoring based on the potential pollutants at the site. Ammonia was added due to its toxicity and the nature of the industrial activity at the subject facility. The facility is included in the EPA multi -sector general permit for SIC 2821 under Subsector C4: Plastics, Synthetics, and Resins. The monitoring recommendation is total zinc. Zinc was not added to the analytical monitoring because it is not a potential pollutant for this site. Qualitative Monitoring., Notes: The application gave a summary of the visual monitoring reports. A total of 148 reports were reviewed and only one report indicated a clarity number higher than 1. No suspended solids were reported. Page 4 of 7 NCS000332 Revised Permit Recommendations: Analytical Monitoring: 1. Ammonia, Formaldehyde, and COD have been added to the monitoring based on the potential pollutants at the site. 2. pH has been added to the analytical monitoring requirements. 3. All analytical monitoring has been set to semi-annually during a representative storm event as defined in Part 11 Section B. The permittee must also document the total precipitation for each event. If no discharge occurs during the sampling period, the permittee must submit a monitoring report indicating "No Flow" within 30 days of the end of the six-month sampling period. Additionally, samples must be taken a minimum of 60 days apart, as specified in Table 2. 4. Benchmarks for analytical monitoring have been added to this draft permit. Exceedances of benchmark values require the permittee to increase monitoring, increase management actions, increase record keeping, and/or install stormwater Best Management Practices (BMPs) in a tiered program. If the sampling results are above a benchmark value, or outside of the benchmark range, for any parameter at any outfall then the facility shall follow the Tier 1 guidelines which require a facility inspection within two weeks and implementation of a mitigation plan within two months. If during the term of this permit, the sampling results are above the benchmark values, or outside of the benchmark range, for any specific parameter at a specific discharge outfall two tunes in a row (consecutive), then the facility shall follow the Tier 2 guidelines which require a repetition of the steps listed for Tier 1 and also immediately institute monthly monitoring for all parameters at every outfall where a sampling result exceeded the benchmark value for two consecutive samples. 5. The permittee is required to collect all of the analytical and qualitative monitoring samples during representative storm events as defined in Part II Section B. Qualitative monitoring is required regardless of representative outfall status. 6. The permittee is responsible for all monitoring until the renewal permit is issued. See Footnote I of Tables I, 4, and 5. 7. The flow reporting requirement has been removed per DWQ revised strategy. (The total rainfall parameter is in this permit, however.) 8. Vehicle maintenance monitoring has been revised to semi-annually in order to coincide with analytical and qualitative monitoring. Other Proposed Changes to the Previous Permit: Additional guidance is provided about the Site Plan requirements. The site map must now identify if the receiving stream is impaired and if it has a TMDI., established. It must also describe potential pollutants in each outfall. The map requirements are stated more explicitly. And, the site plan must contain a list of significant spills that have occurred in the past three years and also must certify that the outfalls have been inspected to ensure that they do not contain non-stormwater discharges. Additional information is provided in Part H Section A. 2. Additional requirements for the Stormwater Management Plan have been specified in Part 11 Section A. More details regarding secondary containment are provided. 3. Additional requirements for the Stonmvater Pollution Prevention Plan have been specified in Part 1I Section A. Wilson) met with Mr. Jarl Renn (Operations Manager, Plant Engineer, and f nvironmental Manager) at the site on ,tune 15, 2009. Flexion Specialty Chemicals, Inc. manufactures Melamine laminating resin (which is used for cabinets and flooring, etc.). A site tour was conducted of the exterior of'the facility, observing the potential stormwatcr exposure areas, outfall, and site conditions (Mr. Renn also conducted a tour ofthe manufacturing/interior area). During the visit, the Stormwater Pollution Prevention Plan manual was reviewed, operational activities and existing stormwater exposures were discussed. The stormwater permit is currently up for renewal and some of the proposed changes were discussed with Mr. Renn. Secondary containment surrounds all existing chemical storage tanks, as well as the Methanol Recovery Column. A canopy covers the truck loading pad. There are also sump and containment pit areas that prevent spills from entering the stormwater conveyance. Any stormwater from the these areas can be pumped out and recycled. No vehicle maintenance is conducted on -site. Barring a catastrophic incident - there is likely no avenue for pollutant -exposed stormwater to reach the grassy area and be conveyed to the stormwater outfall. At the time of the inspection the site was found to be in compliance with the existing permit. The inspector noted that the facility appeared to maintain good housekeeping practices and records were found to be in good order. Industrial Changes Since Previous Permit: The only significant change at the site when the application was filed was the addition to the tank farm to provide secondary containment of a Methanol Recovery Column and it's associated tank. 7. Analytical Monitoring Notes: No analytical monitoring was required in the expired permit. Ammonia, Formaldehyde, and COD have been'added to the monitoring based on the potential pollutants at the site. Ammonia was added due to its toxicity and the nature of the.industrial activity at the subject facility. The facility is included in the EPA multi -sector general permit for SIC 2821 under Subsector C4: Plastics, Synthetics, and Resins. The monitoring recommendation is total zinc. Zinc was not'added to the analytical monitoring because it is not a potential pollutant for this site. 8.- ualitative Monitoring Notes: The application gave a summary of the visual monitoring reports. A total of 148 reports were reviewed and only one report indicated a clarity number higher than 1. No suspended solids were reported. Ammonia, Formaldehyde, and COD have been added to the monitoring based on the potential pollutants at the site. 2. pl-1 has been added to the analytical monitoring requirements. 3. All analytical monitoring has been set to semi-annually during a representative storm event as defined in Part II Section B. The permittee must also document the total precipitation for each event. If no discharge occurs during the sampling period, the permittee must submit a monitoring report indicating "No Flow" within 30 days of the end of the six-month sampling period. Additionally, samples must be taken a minimum of 60 days apart, as specified in Table 2. 4. Benchmarks for analytical monitoring have been added to this draft permit. Exceedances of benchmark values require the permittee to increase monitoring, increase management actions, increase record keeping, and/or install stormwater Best Management Practices (BMPs) in a tiered program. If the sampling results are above a benchmark value, or outside of the benchmark range, for any parameter at any outfall then the facility shall follow the Tier I guidelines which require a facility inspection within two weeks and implementation of a mitigation plan within two months. If during the term of this permit, the sampling results are above the benchmark values, or outside of the benchmark range, for any specific parameter at a specific discharge outfall two times in a row (consecutive), then the facility shall follow the Tier 2 guidelines which require a repetition of the steps listed for Tier I and also immediately institute monthly monitoring for all parameters at every outfall where a sampling result exceeded the benchmark value for two consecutive samples. 5. The permittee is required to collect all of the analytical and qualitative monitoring samples during representative storm events as defined in fart II Section B. Qualitative monitoring is required regardless of representative outfall status. 6. The permittee is responsible for all monitoring until the renewal permit is issued. See Footnote 1 of Tables 1, 4, and 5. 7. The flow reporting requirement has been removed per DWQ revised strategy. (The total rainfall parameter is in this permit, however.) 8. Vehicle maintenance monitoring has been revised to serni-annually in order to coincide with analytical and . qualitative monitoring. Other Proposed Changes to the Previous Permit: I . Additional guidance is provided about the Site Plan requirements. The site map must now identify if the receiving stream is impaired and if it has a TMDL established. And, the site plan must contain a list of significant spills that have occurred in the past three years and also must certify that the outfalls have been inspected to ensure that they do not contain non-stormwater discharges. A total of 148 reports where reviewed, only one report indicated a clarity number higher the 1 where 1 is clear and 10 is very cloudy. There were no solids reported above a 1 where 1 is no solids and 10 is extremely muddy. BMP SUMMARY Hexion Specialty Chemicals, Inc. currently utilizes Best Management Practices (BMPs) designed to eliminate exposure of potential pollutants to storm water. These BMPs include the following: - All potential pollutants are either stored indoors or within secondary containment. Storm water that accumulates inside the diked tank farm walls is either filtered and pumped into the plant for use as process water, or visually screened for pollutants before being discharged to the storm water system. Flammable liquids are stored in drums outdoors under a canopy to allow for adequate ventilation. Drains designed to contain and convey spills to a sump border the storage area. Sump contents are pumped into the plant for material recovery. This is a closed system that prevents exposure of spilled flammables to storm water. Grated drains designed to convey spills safely to a 15,000-gallon containment pit where the material would be pumped back into the plant for recovery surround the truck -loading pad. A canopy also covers much the pad. Annual training is conducted at the site covering the SWPPP and SPCC plans. SIGNIFICANT CHANGES The only significant change at the site since the last renewal is the addition to the tank farm to provide secondary containment of a Methanol Recovery Column and it's associated tank. I-lexion Specialty Chemicals, Inc. manufactures Melamine laminating resin (which is used for cabinets and flooring, etc.). A site tour was conducted of the exterior of the facility, observing the potential stormwater exposure areas, outfall, and site conditions (Mr. Renn also conducted a tour of the manufacturing/interior area). During the visit, the Stormwater Pollution Prevention Plan manual was reviewed, operational activities and existing stormwater exposures were discussed. The stormwater permit is currently up for renewal and some of the proposed changes were discussed with Mr. Renn. Secondary containment surrounds all existing chemical storage tanks, as well as the Methanol Recovery Column. A canopy covers the truck loading pad. There are also sump and containment pit areas that prevent spills from entering the stormwater conveyance. Any stormwater from the these areas can be pumped out and recycled. No vehicle maintenance is conducted on -site. Barring a catastrophic incident - there is likely no avenue for pollutant -exposed stormwater to reach the grassy area and be conveyed to the stormwater outfall. At the time of the inspection the site was found to be in compliance with the existing permit. The inspector noted that the facility appeared to maintain good housekeeping practices and records were found to be in good order. ARO recommends that the analytical monitoring be eliminated (due to the near zero potential of contaminated stormwater reaching the outfall). If this is not feasible, perhaps have them monitor for two years, then eliminate the monitoring if it is below detection and/or below the benchmark values after two years of sampling, No vehicle maintenance activities are performed at the site. All trucks are contract vehicles and maintenance is performed at other sites. If the final year analytical monitoring of the existing permit term has not been completed prior to filing the renewal submittal, then the last years monitoring results should be submitted within 30 days of receipt of the laboratory reports. (i.e. do not withhold renewal submittal waiting on lab results) Summary of Significant Changes to Industrial Activities Since the last permit application, the Momentive Specialty Chemicals site at 114 Industrial Blvd., Morganton, NC has looked for ways to eliminate possible releases of Oil and or chemicals. It was decided that we no longer needed to have two types of fuel for our boilers so we have decommissioned and removed the #2 fuel oil tank. We have reduced the amount of IBC's (totes) containing resin or non- hazardous waste from being stored outside and working on ways to eliminate this practice all together. Summary of BMPs Structural and non-structural Best Management Practices (BMPs) are evaluated and utilized at the facility to limit potential of pollutants from entering the stormwater. Momentive currently utilizes the following BMPs designed to eliminate exposure of potential pollutants to stormwater: • All ASTs located outside the main facility building are stored within concrete containment areas with sumps. Stormwater which accumulates inside the diked tank farm walls is either pumped into the plant for use as process water, or visually screened for pollutants before being discharged to the stormwater system. • A trench system and 15,000 gallon containment pit are used to collect any spills/leaks at the bulk liquid loading/unloading area. Liquids that accumulate inside the containment pit are either pumped into the plant for recovery and use as process water, or visually screened for pollutants before being discharged to the stormwater system. The loading/unloading rack is covered with a canopy to limit stormwater exposure to the area. • A trench system and sump to collect any spills/leaks in the flammable materials/hazardous waste storage area. Materials collected in the sump are either pumped into the plant for material recovery or pumped into totes and transported offsite for disposal. The storage area has three sides and a roof. • Non -paved areas at the facility are vegetated to reduce soil erosion. • All facility processes are conducted inside the main facility building. • The ASTs located in the Tank Farm are equipped with Level Indicators (LI) and Level Alarms (LA) that are transmitted to the control area. The high level alarms are audible both inside and outside the plant. All tank readings are being taken daily and reconciled with each transfer. Any faulty LI or LA is noted as part of this process and quickly corrected. • In the event of forecasted weather where significant rain is expected to fall: o The facility would lower liquid volumes in tank farm containers as possible; and o The facility would ensure that containment areas are emptied of any liquids to ensure that the full containment volume is available.
