Stormwater at the.site drains to drop inlets within the parking area and there is sheet flow on the back of the facility. The site discharges to an unnamed tributary to Buffalo Creek/Kings Mountain Reservoir (verified on USGS Waco Quadrangle) The following sources of stormwater exposure were noted during the inspection: • Multiple waste dumpsters without covers some of which were leaking from weld points • Oil -stained wood awaiting processing • Processed cabinetry components • Metal pieces Mr. Bobby Toms provided photo documentation (via e-mail) to DWQ on July 30, 2012, that all exposed material had either been moved into trailers on site or were placed in dumpsters with tarps. Please ensure going forward that the dumpsters on site are structurally sound and are not leaking. Therefore, with the measures that were performed the facility meets the requirements of "No Exposure". A condition of no exposure at an industrial facility means all industrial materials and activities are protected by a storm resistant shelter (with some exceptions) to prevent exposure to rain, snow, snowmelt, and/or runoff. For permitted facilities in North Carolina, DWO must approve your application for No Exposure Certification before this exclusion is effective. Until you are issued a No Exposure Certification and your NPDES permit is rescinded, your facility must continue to abide by the terms and conditions of the current permit. Industrial materials or activities include, but are not limited to: material handling equipment or activities, industrial machinery, raw materials, intermediate products, by-products, final products, or waste products. Material handling activities include the storage, loading and unloading, transportation, or conveyance of any raw material, intermediate product, final product or waste product. A storm resistant shelter is not required for the following industrial materials and activities: drums, barrels, tanks, and similar containers that are tightly sealed, provided those containers are not deteriorated and do not leak. "Sealed" means banded or otherwise secured and with locked or non -operational taps or valves; adequately maintained vehicles used in material handling; and final products, other than products that would be mobilized in stormwater discharges (e.g., rock salt). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. In addition, the exclusion from NPDES permitting is available on a facility -wide basis only —not for individual outfalls. If any industrial activities or materials are, or will be, exposed to precipitation, the facility is not eligible for the no exposure exclusion_ By signing and submitting this No Exposure Certification form, you certify that a condition of no exposure exists at this facility or site and are obligated to comply with the terms and conditions of 40 CFR 122.26(g). Cleveland Vocational Industries is currently undergoing ISO/14001 and R2 Certification in which we plan to have completed by August 151h,2012. Perry Johnson Registrars, the company conducting our audit, suggested we apply for the certification since we are recycling electronic waste from Cleveland, Rutherford and Polk counties. We do not handle any hazardous materials. We do handle "focus" materials which are defined by the R2 standard. All the focus materials are packaged and sent to Synergy Recycling in Madison N.C. None of these focus materials are stored outside and handled as required by the R2 standards. Just for your information, Cleveland Vocational Industries, Inc. is a non-profit agency whose primary purpose is to train and provide employment opportunities for persons with barriers to employment. As a part of our mission, we started this recycling project to train our training associates and to give them an opportunity for employment. With this in mind, the dismantling and recycling we provide is very basic and gets a -waste to a stage that is able to be processed by a R2 certified downstream vendor who brings these resources to end of life. I hope this help you understand the scope of our project. The following sources of stormwater exposure were noted during the inspection: • Multiple waste dumpsters without covers some of which were leaking from weld points • Oil -stained wood awaiting processing • Processed cabinetry components • Metal pieces Mr. Bobby Toms provided photo documentation (via e-mail) to DWQ on July 30, 2012, that all exposed material had either been moved into trailers on site or were placed in dumpsters with tarps. Please ensure going forward that the dumpsters on site are structurally sound and are not leaking. Therefore, with the measures that were performed the facility meets the requirements of "No Exposure". Page: 2
