A condition of no exposure at an industrial facility means all industrial materials and activities are protected by a storm resistant shelter (with some exceptions) to prevent exposure to rain, snow, snowmelt, and/or runoff. "Sealed" means banded or otherwise secured and with locked or non -operational taps or valves; adequately maintained vehicles used in material handling; and final products, other than products that would be mobilized in stormwater discharges (e.g., rock salt). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion.. In addition, the exclusion from NPDES permitting is available on a facility -wide basis only —not for individual outfalls. If any industrial activities or materials are, or will be, exposed to precipitation, the facility is not eligible for the no exposure exclusion. The Regional Office may inspect your facility for compliance with no exposure conditions prior to that approval. I ask that you rescind the permit requirement since we do not have materials that could contaminate the ground water. We purchased this property, an old cotton mill, for the purpose for extruding plastics, mainly nylon 6/6, into nylon strapping forthe packaging industry. We also extrude small amounts of acetal and polyester. All of our extrusion feedstock is in either pellet form or ground polymer. We do purchase some nylon 6/6 hard waste, in lump & chunk form, that we grind ourselves into 3/8" pieces for extrusion. Some nylon 6/6 is purchased in pellet form, as are the acetal and polyester polymers. We have one line of product called a heavy-duty tie strap. For this we extrude the strapping, have a contractor injection mold the heads, and we purchase stainless steel gripping pawls. The pawls must be cleaned prior to assembly with an over the counter brake cleaner. In addition to the brake cleaner we store small amounts of lubricating oils, and a water-soluble heat transfer fluid (UCON SOLDER ASSIST 20 e materials are stored inside the warehouse.
