Certification, which we received on December 1, 2011. Division personnel have reviewed and approved your request to
transfer the exclusion from NPDES stormwater permitting requirements.
Please note that by our original acceptance of the no exposure certification and by our approval of your request to
transfer it, you are obligated to maintain no exposure conditions at your facility. If conditions change such that your
facility can no longer qualify for the no -exposure exclusion, you are obligated to immediately obtain NPDES permit coverage
for your stormwater discharge. Otherwise, the discharge becomes subject to enforcement as an un-permitted discharge.
Annual re -certification is required, and we have enclosed one blank Annual No Exposure Exclusion Self Re -Certification

No -Exposure Self Re -Certification Information:
You are obligated to maintain no -exposure* conditions at your facility. If conditions change such that your
facility can no longer qualify for a no -exposure exclusion, you are obligated to immediately obtain NPDES
permit coverage for your stormwater discharge. Otherwise, the discharge becomes subject to enforcement as
an un-permitted discharge. State statute provides for fines of up to $25,000 per day for un-permitted
discharges.

FORM `AS, EP NO EXPOSURE CERTIFICATION for Exciusion from
NPDES Storm Water Permitting
Submission of this No Exposure Certification constitutes notice that the entity identified in Section A does not require permit authorization for its storm water
discharges associated with industrial activity in the State identified in Section B under EPA's Storm Water Multi -Sector General Permit due to the existence
of a condition of no exposure.
A condition of no exposure exists at an industrial facility when all industrial materials and activities are protected by a storm resistant shelter to prevent
exposure to rain, snow, snowmelt, and/or runoff. Industrial materials or activities include, but are not limited to, material handling equipment or activities,
industrial machinery, raw materials, intermediate products, by-products, final products, or waste products. Material handling activities include the storage,
loading and unloading, transportation, or conveyance of any raw material, intermediate product, final product or waste product. A storm resistant shelter is
not required for the following industrial materials and activities:
- drums, barrels, tanks, and similar containers that are tightly sealed, provided those containers are not deteriorated and do not leak. "Sealed"
means banded or otherwise secured and without operational taps or valves;
- adequately maintained vehicles used in material handling; and
- final products, other than products that would be mobilized in storm water discharges (e.g., rock salt).
A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. In addition, the exclusion from NPDES permitting is
available on a facility -wide basis only, not for individual outfalls. If any industrial activities or materials are or will be exposed to precipitation, the facility is
not eligible for the no exposure exclusion.
By signing and submitting this No Exposure Certification form, the entity in Section A is certifying that a condition of no exposure exists at its facility or site,
and is obligated to comply with the terms and conditions of 40 CFR 122.26(g).
ALL INFORMATION MUST BE PROVIDED ON THIS FORM.
Detailed instructions for completing this form and obtaining the no exposure exclusion are provided on pages 3 and 4.

Trelleborg Prodyn, is a small manufacturer of rubber/plastic boots used in the automotive
industry to cover CV joints and Rack and Pinion Housing assemblies. Our SIC code is 3714.
In the manufacturing process, we take fully formulated and cured thermoplastic elastomers,
melt them, and use an injection/blow molding press to form the proper part. None of the raw
materials used are considered hazardous or contain reportable materials. The process is very
clean and does not require any air quality or water discharge permits.
This letter is a request for a category 11 exemption to the Storm Water permit requirements.
As mentioned above this site, uses no hazardous or toxic materials. The outside property has
"sheet flow" to a small stream when it rains, so therefore there is no point discharge. When the
NC DENR was asked last December if a permit was necessary, the only concern was rain water
run off from used pallets stored outside the main building. The used pallets should not
represent a problem. The used pallets are "essentially new" because they are new when they
come into the plant from our suppliers holding 1000 pound gaylord boxes. Since the raw
materials are fully sealed in plastic bags and are not hazardous, they can not contaminate the
pallets. In addition, the pallets do not have a chance to become contaminated because they are
picked up monthly when the pallet recycling company delivers newly cleaned, recycled pallets
for shipment of our products. In summary, neither new nor "used" pallets pose a threat to the
storm water run off.

With this letter I am requesting that Trelleborg Prodyn located at 510 Long Meadow Drive,
Salisbury, NC 28147 in Rowan County be exempted from having to obtain an NPDES Storm
Water permit. I base this request on two facts:
1. Trelleborg Prodyn manufactures rubber boots for automotive dust covers. This puts us in
the General Light Industry category with SIC code 3069_ The plant has no discharges or
material exposed to rainwater or snow.
2. All storm water on the site is removed by sheet flow according to the topography of the
land. There are no conveyances, drains, or other constructions on the property to direct the
flow or collect storm water. There is no point discharge of storm water.
I have also enclosed a completed copy of NPDES Form 3510-11 — "NO EXPOSURE
CERTIFICATION for Exclusion from NPDES Storm Water Permitting.
