If a minor leak, spill, release, or fire occurs, the individual discovering the incident should attempt to locate and eliminate the source. If possible, he should try to stop or at least contain the release. This can involve closing valves, turning drums upright, activating emergency pumps, using adsorbent materials, or extinguishing the fire. These measures should only be undertaken if the actions can be accomplished without any risk both to the individual, as well as other employees in the vicinity, and only if the employee is familiar with the dangers of the material. The discoverer should respond to the situation based upon his(her knowledge, and the level of training, as well as an assessment of the situation that the initial response will not make the situation worse. if the source is not immediately obvious or if these measures are not effective and the situation is beyond his control, then the discoverer should initiate the following emergency procedures: 1. SEE ERAP SECTION B (PAGES ERAP-2, ERAP-3 AND ERAP-4) 2. Pass along the following information: a) Exact location of the emergency event b) Type and description of the emergency c) Estimate of the amount of material released, or the size of the fire d) Extent of injury or property damage incurred e) Extent of the actual and potential environmental damage f) Remedial action taken, if any Emergency Response CoordinatorstHazMat Team: Emergency Response Action Plan ERAP-4 Emergency Response Coordinators shall be contacted for any release which has, or has the potential to reach the environment, or which is significant enough in the opinion of the Discoverer/Supervisor/First Contact to warrant notification. A condition of no exposure exists at an industrial facility when all industrial materials and activities are protected by a storm resistant shelter to prevent exposure to rain, snow, snowmelt, and/or runoff. Industrial materials or activities include, but are not limited to, material handling equipment or activities, industrial machinery, raw materials, intermediate products, by-products, final products, or waste products. Material handling activities include the storage, loading and unloading, transportation, or conveyance of any raw material, intermediate product, final product or waste product. A storm resistant shelter is not required for the following industrial materials and activities: - drums, barrels, tanks, and similar containers that are tightly sealed, provided those containers are not deteriorated and do not leak. "Sealed" means banded or otherwise secured and without operational taps or valves; - adequately maintained vehicles used in material handling; and - final products, other than products that would be mobilized in storm water discharges (e.g., rock salt). A No Exposure Certification must be provided for each facility qualifying for the no exposure exclusion. In addition, the exclusion from NPDES permitting is available on a facility -wide basis only, not for individual eutfalls. if any industrial activities or materials are or will be exposed to precipitation, the facility is not eligible for the no exposure exclusion. By signing and submitting this No Exposure Certification form, the entity in Section A is certifying that a condition of no exposure exists at its facility or site, and is obligated to comply with the terms and conditions of 40 CFR 122.26(g). All.. INFORMATION MUST BE PROVIDED ON THIS FORM. Detailed Instructions for completing this form and obtaining the no exposure exclusion are provided on pages 3 and 4. A.
