Dear Ms. Grzyb:
Stanly County, NC owns and operates the West Stanly Wastewater Treatment Plant
(WSWWTP)located in Oakboro, NC at 35° 14' 9.8" N 80° 16' 8.9"W under NPDES Permit No.
NC0043532 (effective:December 1, 2018;expires:January 1, 2023).WSWWTP begins
construction of an upgrade/expansion project from 0.9 MGD in the near future to improve
performance and provide capacity to treat a monthly average flow of 1.2 MGD. The permit
provides permanent effluent limits at 1.2 MGD in Section A. (3).
Anticipated increased flow in the WSWWTP service area necessitates planning for expansion
from 1.2 MGD to 2.5 MGD. Stanly County Utilities (SCU) anticipates beginning the Phase II
design shortly after Phase I construction begins and plans to submit a formal Engineering
Alternatives Analysis(EAA) as part of the design process.
To prepare the EAA,this letter requests speculative effluent limits for the potential expansion of
WSWWTP to an average monthly flow of 2.5-mgd. In addition to the speculative limits,SCU
requests the following information:
1. The permit Fact Sheet-NC0043532.
2. The current Rocky River QUAL2K model used to determine Rocky River effluent
limits.We understand that the current model neither includes Long Creek or
extends to the confluence of Long Creek and the Rocky River.
3. Information regarding the removal of Outfall 001 (Long Creek) from the permit
and the expected impact on effluent limits.
