Warren County The Raleigh Central Office staff have reviewed your request dated September 29. 2015 for a determination that stonnwater discharge outfall (SDO) 001 be granted representative outfall status for stormwater otrtfafis at your facility. Based on the information and maps provided, we are approving this request. In accordance with 40 CFR § 122.2 1 (g)(7), you are authorized to sample outfall number 001 as a representative outfall. This approval is effective with the next sampling event. We also want to remind you that the permit still requires Qualitative Monitoring be performed at all SDOs, regardless of representative status. Please append this letter to your Stonmvater Pollution Prevention Plan (SPPP) or permit to document that representative outfall status has been approved. If changes in drainage areas, structures, processes, storage practices, or other activities occur that significantly alter the basis of this approval, representative outfall status may no longer be valid. You should either resume sampling at all SDOs, or reapply to this office for representative outfall status based on updated information. I talked with you and John about this facility a few weeks ago. It is one that Dave had inspected in Late 2014. He found they were only monitoring one outfall and told them they needed to monitor all of the outfalls (five) and then request Representative Outfall Status. They sent in their ROS request to us with a site plan and monitoring data. When we looked at the site plan it became apparent that they were also doing log wetting at this facility. The NCG21 permit doesn't cover this wastewater discharge. Looks like of the five outfalls, a number of them would actually be in the log wetting area. Anyway, you suggested that this would be a good one to inspect as part of the Multi -Media inspection process and determine how to move forward. I just wanted to make sure we get this one on the inspection list for your multi -media inspection as soon as we can. Rick Riddle in our unit is helping out with the ROS review on this one so you can coordinate with him if you have questions. Thanks for your help. Page 2 of 3 SWU-ROS-2015 Last revised 2015 4) High and High, Inc. is a hardwood sawmill located in Warren County, North Carolina. We manufacture lumber, chips, sawdust, and mulch. We contracted with lames Environmental to assist us in developing our current stone water pollution prevention plan. They were recommended to us by Myrl Nisely of NCDENR as a company that did good work, They perform an internal audit annually of our facility to ensure we are in compliance with North Carolina's current law. They also assist us with our water samples and make recommendations for improvements. Based on the topography of our mill site we developed 5 outfalls. In order to prevent sediment in the runoff; each of the outfalls has one or more sediment ponds. The sediment ponds are filtered by vegetation, rock filters, silt fences, and/or wattles. We were visited last year by Dave Parnell of NCDENR; at his direction, we have collected samples from all of our outfalls to ensure that Outfall 001, where we normally do our testing for lab purposes, was truly representative of the effluents of all of our outfalls. We now have 1-1/2 year's worth of data (attached) on all of our outfalls which meet the standards set by the State of North Carolina. The cost of taking ten samples per year versus two gets quite expensive and time consuming. Based on the accompanying analytical data, I respectfully request the approval of this Representative Outfall Status Request because the analytical results and site conditions show all of our facility's outfalls to be substantially similar and in compliance with permit limits. Please review the new permit to familiarize yourself with all the changes in the reissued permit. The more significant changes to the General Permit include the following: • Permit cover page, second paragraph — The General Permit now may cover activities that DWQ determines to be similar in either the process, or in the exposed materials, to the Timber Products Industry. • Part I Section A — A new provision that facilities draining to 303(d) listed waters, or in watersheds with an approved TMDL, may not be eligible for continued coverage at the next renewal of the General Permit. • Part I Section B second paragraph — A new clarification that the permit does not authorize discharges that DWQ determines are wastewaters. • Part II Section A — The required contents of the Stormwater Pollution Prevention Plan have been expanded and clarified. • Part II Section B Table 1 -- A new requirement to sample stormwater discharges twice per year for those facilities with exposed piles of certain materials remaining on site longer than seven days. • Part II Section B Tables 2 and 3 and following — For permittees with exposed piles, there are new provisions requiring the permittee to execute Tier One and Tier Two response actions, based on the first benchmark exceedence (Tier One) and the second consecutive benchmark exceedence (Tier Two). Tier Two requires that the permittee institute monthly monitoring instead of twice -per -year monitoring, until three consecutive monitoring events show no benchmark exceedences. • Part 11 Section B — For permittees with exposed piles, a new provision that four exceedences of any particular benchmark will trigger increased DWQ involvement in the permittee's stormwater management and control actions. DWQ may direct the permittee to apply for an individual permit, or may direct the implementation or installation of specific stormwater control measures. • Part 11 Section C — Clarification that under the qualitative monitoring provisions of the permit, the permittee is obligated to respond to repeated observations of stormwater pollution. DWO may impose additional stormwater management requirements if the permittee is non -responsive, or if the responses are ineffective.
