Dear Mr. Oruska:
We are in receipt of your letter received in our office on March 22, 2017 regarding a representative outfall for
the Baldor Electric Company facility located at 3000 Stitt Street in Monroe, North Carolina. The proposed
representative outfall 001 would be representative of outfalls 1 and 2.
The Mooresville Regional Office staff inspected the subject facility on April 4, 2017 and met with you on site.
During the site visit we discussed the drainage areas and their respective activities on site, a previously unidentified
outfall, and the lack of analytical monitoring data to support the justification of representative outfall status.
Based on the information provided and the site visit on April 4, 2017 we are declining the request for
representative outfall status for the IMET Alloys facility located at 3000 Stitt Street, Suite 150, Monroe, North Carolina.
!n light of the above, it was agreed that IMET Alloys must update the site map and sampling plan to include all outfalls
on site. Once all outfalls are accurately identified and monitored, please supply the documented data from analytical
monitoring to suggest that representative outfall status would supply a comprehensive data of all activities on site.

Inspection Summary:
This inspection was conducted to assess the viability of representative outfall status for this site. The request was for the
sample location at Outfall #1 to represent the entire site. During my inspection I found that Outfall #1 and Outfall #2
represent drainage areas with different uses and activities, therefore Outfall #1 would not be a representative sample of the
entire site. During this inspection I also found that there an inlet within the paved area near the building that leads to an
additional outfall that was not previously known. The site map and sampling plan must be modified to include this outfall as
Outfall #3.

In accordance with your application for a discharge permit received on December 22, 2016, we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit, This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral and Land Resources. The Division of Energy, Mineral and Land
Resources may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Energy, Mineral and Land Resources, the Coastal Area Management Act, or any other
federal or local government permit that may be required.

Gentlemen:
Attached are three (3) copies of the NOI and supporting documents, which are our request for
coverage under General NPDES permit NCG200000. We -have enclosed and a check for $ 100
(application fee.)
This is an existing facility that has not previously held a stormwater permit. In the course of
reviewing the facilities operations, it was determined that there are exposed materials'and
operations that necessitate our application for coverage under the general discharge permit for
our industry.
The primary industrial activity at this facility is the recycling/redistribution of alloy metals (i.e.
titanium alloys, nickel alloys, stainless steel alloys, etc.) The facility currently receives scrap
metal materials ( cuttings, turnings, grindings, etc.) which they clean, size, package, etc. for
outside sales to steel manufacturers for use as ingredients in producing steel alloys.
