In accordance with your application fora discharge permit received on November lb,
2012, we are forwarding herewith the subject certificate of coverage to discharge under the subject
state — NPDES general permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently
amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage.
Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage to stream
buffers, from portions of this site that have been constructed after July 22, 1997, must be
discharged through a correctly designed level spreader or another device that meets diffuse flow
requirements per 15A NCAC 213 .0233. Diffuse flow requirements are described in Chapter 8 of
the North Carolina Stormwater BMP Manual, available at:

This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources,
Coastal Area Management Act or any other federal or local governmental permit that may be
required.

I reviewed the NOI, the parameters for NCG20000 and NCG10000 and called the facility. According to the administrative
assistant, they obtain more.scrap metal from other sources than from automobile wrecking. They crush vehicles when
the car inventory is high. My recommendation would be to cover the facility under the NCG20000 permit.

Hi Danny,
We've received an NOI for a facility in your region:
1) NCG20 — Foss Recycling, Inc in Wilson County. This site discharges stormwater at one point to an unnamed
tributary to Hominy Swamp (C,Sw,NSW). Hominy Swamp is impaired for biological integrity. The NOI is
attached. Note that they do some automobile wrecking for scrap on site. It's not clear from the NO] what

percentage of their business is automobile wreckage. With this in mind, do you think NCG20 is the right permit
for them, or would NCG10 be more appropriate?
Please let me know if the Raleigh Regional Office has any concerns about issuing a COC for a general permit for this
facility. Please also let me know of any potential impacts to wetlands. If we don't receive any objections, we'll issue the
COCs in 30 days.
