Dear Mr. Patterson:
The purpose of this correspondence is to submit a copy of the design calculations for the proposed
sediment basin at the above referenced site. As we discussed in our telephone conversations, as part of
the Stormwater Pollution Prevention Plan (SWPPP) that was developed for the site, it was detennined
that two rip -rap lined diversions and a sediment basin would be required to efficiently manage any
stormwater that may be generate from the site. The purpose of the rip -rap lined diversions is to divert
stormwater runoff from upgradient areas to the proposed sediment basin. As we discussed the diversions
and the basin are designed to capture runoff from the 25-year storm event. Water that collects in the basin
will be used periodically for dust control at the site. As we discussed, since the basin will be designed to
capture the 25-year storm, other than periodic qualitative monitoring, the facility will not be required to
do any analytical monitoring.
Please find attached a copy of the Site Location Map (USGS Top), Site Vicinity Map, Site Map, Proposed
Structural BMP Map and a Typical Sedimentation and Erosion Control Detail Map. As you requested,
design calculations for the diversion ditches and sediment basin are included as Appendix A. Please note
that the area to be disturbed for the proposed construction of the diversions and sediment basin will be
less than 1 acre. As you requested, the sedimentation and erosion control structures will be constructed
after we receive your comments.

SPECIFICATIONS FOR SEDIMENTATION BASIN AND RIP -RAP DIVERSIONS
JULY 6, 2011
1.0 PEAK FLOWS THROUGH RUNOFF STRUCTURES
Peak flow rates were determined using the Rational Method:
Q = CiA, where
Q = peak flow in cubic feet per second (cfs)
C = runoff coefficient
I = rainfall intensity
A = area of drainage in acres
In determining peak flow rates (Q), the following data and observations are employed:
• Sediment basins were previously designed for settling efficiency using a 10-year rainstorm.
However, in accordance with the June 27, 2003 Memorandum from Mr. James D. Simmons,
Director, Division of Land Resources. The current design updates the sediment storage volume
required, based on the current 3,600 cu.feet per year per acre disturbed requirement. in addition,
trapping efficiency and spillways are designed for the 25-year, 24-hour storm event to satisfy
the emit provisions (NCG020000 Part VIT, Definitions) of not requiring analytical and
qualitative nonitoring for a pond designed to contain the 25-year, 24-hour storm.
• Storm water runoff that collects in the sediment basin is intended to be used for dust control.
• Drainage Area = 7.14 acres
• Total Paved Area (including building roofs and southern, eastern portions

• Gravel Area and area with vehicular traffic — assumed as disturbed = 4.05 acres /
• Please note that the areas with vehicular traffic are assumed as disturbed areas for a worst case
scenario to size the pond. Actual area to be disturbed will be for construction of the pond and
diversions and will be less than 1 acre.
• A five minute duration for rainfall intensity and a travel time across the drainage area of five
minutes.
• Raleigh 25-year storm = 8.0 in./hr. (1988 Manual, Figure 8.03f)
• Runoff coefficient C for rough bare packed soils is 0.45 (1988 Manual, Table 8.03a).
• Runoff coefficient C for paved area (roof of building) is 0.75 (1988 Manual, Table 8.03a).
• Runoff coefficient for structures calculated using the formula:

A. Trapping Efficiency Surface Area Required
The surface area (in acres) required to settle out fine particles from the water in sediment trapping
structures can be determined using the following formula: (Section 6.61, 1988 Manual).

Since analytical and ualitative onitoring is not required for a basin/pond designed to contain the 25-
year, 24-hour stone, the surface area calculation is based on Q25 (25-year, 24-hour peak flow) and the

4.0 RUNOFF DIVERSIONS
Two riprap diversions (Diversion #1 and #2) are planned for the area, one along the southern border of
the site running west to east and the second along the south eastern border of the site running north to
south and ending in the proposed sediment basin. The purpose of these diversions is to divert storm water
that originates from upgradient areas into the sediment basin. The locations of the runoff diversions,
direction of runoff flow are shown on Figure 4.
Specifications for Runoff Diversions
Diversion #1:
The diversion will be a riprap diversion and constructed as a trapezoidal shaped channel with 3 foot
bottom width (b) and side slopes (z) of 3:1. The diversion will be constructed with channel slopes of 2%.
Rock riprap lining 6-inch in size will be used in the channel. Rock riprap size 6-inch and 12-inch are used
for channel depth determinations. The site soils are considered to be easily erodible.

5.0 SEDIMENT FENCES
Sediment fences will be placed to the south and east of Diversions 41 and 2, respectively, during the
construction phase and downgradient of the sediment basin to intercept sediment eroded from those areas
that are in the process of being stabilized with vegetation. Sediment fence locations are shown on the
Mine Map.
Please refer to the permit application for the construction specifications, sequence and steps, as well as the
maintenance procedures for these sedimentation and erosion control structures.

Hi, Robert! I'd be happy to have either or both of you go on an inspection. Very
soon our group expects to receive from Danny our marching orders for the new
inspection year on how many inspections of each type and perhaps even where, so as
soon as I see my list, we can set something up.
As for United Salvage, they appear to be constructing a facility on Rt 903 with
stormwater in mind. I am favorably impressed, although they don't have all the berms
in and other details, but from what Scott Sawyer has shown me, we can be comfortable
issuing the permit. On the other hand, they bear watching for actual performance,
too. They have a history at another site they were using in Roanoke Rapids that was
less than sterling. It has finally been cleaned up and closed. But -- go ahead with
the COC.

from United Salvage & Auto, Inc. The facility drains to a UT of Quankey Creek
(class C) in Halifax (Halifax County). There are vehicle maintenance activities,
but no haz waste. Does the RRO have any concerns about issuing this facility a
COC for this general permit?

On behalf of United Salvage & Auto, Inc., Geological Resources, Inc. (GRI) presents the General NPDES
permit application for the above referenced site. As required by the permit guidelines, a check for $100
towards the permit application fee is included with this application. In addition to the completed
application, supporting documents include a copy of the USGS Topographic Map showing the location of
the site, a Site Vicinity Map and a Surveyed Site Map. Storm water runoff from the site will be conveyed
via a combination of berms, swales and/or diversion ditches to a sediment trap basin that is proposed to
be located in the southeast corner of the property. A sedimentation and erosion control (S&EC) plan as
well as a Storm Water Pollution Prevention Plan (SPPP) will be prepared in conjunction with the specific
requirements of the NPDES permit.
