As we discussed in our telephone conversations, as part of the Stormwater Pollution Prevention Plan (SWPPP) that was developed for the site, it was detennined that two rip -rap lined diversions and a sediment basin would be required to efficiently manage any stormwater that may be generate from the site. The purpose of the rip -rap lined diversions is to divert stormwater runoff from upgradient areas to the proposed sediment basin. As we discussed the diversions and the basin are designed to capture runoff from the 25-year storm event. Water that collects in the basin will be used periodically for dust control at the site. As we discussed, since the basin will be designed to capture the 25-year storm, other than periodic qualitative monitoring, the facility will not be required to do any analytical monitoring. Please find attached a copy of the Site Location Map (USGS Top), Site Vicinity Map, Site Map, Proposed Structural BMP Map and a Typical Sedimentation and Erosion Control Detail Map. As you requested, design calculations for the diversion ditches and sediment basin are included as Appendix A. Please note that the area to be disturbed for the proposed construction of the diversions and sediment basin will be less than 1 acre. SPECIFICATIONS FOR SEDIMENTATION BASIN AND RIP -RAP DIVERSIONS JULY 6, 2011 1.0 PEAK FLOWS THROUGH RUNOFF STRUCTURES Peak flow rates were determined using the Rational Method: Q = CiA, where Q = peak flow in cubic feet per second (cfs) C = runoff coefficient I = rainfall intensity A = area of drainage in acres In determining peak flow rates (Q), the following data and observations are employed: • Sediment basins were previously designed for settling efficiency using a 10-year rainstorm. However, in accordance with the June 27, 2003 Memorandum from Mr. James D. Simmons, Director, Division of Land Resources. The purpose of these diversions is to divert storm water that originates from upgradient areas into the sediment basin. The locations of the runoff diversions, direction of runoff flow are shown on Figure 4. Specifications for Runoff Diversions Diversion #1: The diversion will be a riprap diversion and constructed as a trapezoidal shaped channel with 3 foot bottom width (b) and side slopes (z) of 3:1. The diversion will be constructed with channel slopes of 2%. Rock riprap lining 6-inch in size will be used in the channel. Rock riprap size 6-inch and 12-inch are used for channel depth determinations. The site soils are considered to be easily erodible. Very soon our group expects to receive from Danny our marching orders for the new inspection year on how many inspections of each type and perhaps even where, so as soon as I see my list, we can set something up. As for United Salvage, they appear to be constructing a facility on Rt 903 with stormwater in mind. I am favorably impressed, although they don't have all the berms in and other details, but from what Scott Sawyer has shown me, we can be comfortable issuing the permit. On the other hand, they bear watching for actual performance, too. They have a history at another site they were using in Roanoke Rapids that was less than sterling. It has finally been cleaned up and closed. But -- go ahead with the COC. Myrl Robert Patterson wrote: Myrl, Hope all is well. we need to get out and do a site visit together again sometime.
