Chandler, Jr., Owner Chandler Concrete Company Post Office Box 131 Burlington, N Carolina 27216 Subject: NPDES General Stormwater Permit Inspection Chandler Concrete, Pit # 601 — NPDES General Permit No NCG140089 Alamance County Dear Mr. Chandler: On January 13, 2011, Jenny Graznak of this office performed a General Stormwater Permit Inspection at Chandler Concrete Pit # 601 located on North Worth Street in Burlington, North Carolina. This facility holds General Permit No. NCG140089 under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater and Wastewater from Ready Mix Concrete Operations. James J. Woody (Environmental Manager), Wayne Whitfield (Production Manager), and Raymond Yellock (Interim Plant Manager) were present for the inspection. The Plant Manager for this site, under normal circumstances, is Tim tight. This type of inspection consists of two basic parts: an in -office review of facility files and self - monitoring data and an on -site inspection of the facility's discharge outfalls. This particular inspection evaluated five (5) areas, and observations from each area are addressed below: 1. Permit The current permit became effective August 1, 2009 and expires June 30, 2011. A copy of the permit is maintained at the facility. 2. Records/Reports As required by the permit, the facility has a Stormwater Pollution Prevention Plan (SPPP) for the site. The SPPP includes a map of the site and the outfall, quarterly housekeeping inspection reports, secondary containment release reports, and sign -in sheets from annual employee training on storm water. 3. Facility Site Review The facility has one stormwater discharge outfall (SDO), which drains from an underground series of catch basins to the city's storm sewer system. Stormwater from industrial activities and process wastewater commingle at the site, both draining to the abovementioned catch basins. Sediment and silt settle to the bottom of the basins, the discharge pipe theoretically drains the clearer water on top. Process wastewater is created from vehicle and equipment cleaning at the site. Samples are taken from a stormwater drain below the site. Materials stored outside include additive materials (such as liquid air and calcium) used for mixing concrete, which are stored in secondary containment. The facility does not conduct on site vehicle maintenance. Effluent/Receiving Waters Stormwater from the property discharges to an unnamed tributary to Service Creek (Class C; NSW) in the Cape Fear River Basin. 5. Self -Monitoring Program The facility uses Pace Analytical Laboratories for sample analysis. According to the permit, this facility is required to perform: (1) Annual analytical monitoring for commingled stormwater and process wastewater discharges, (2) Semi-annual qualitative monitoring for combined stormwater/wastewater discharges, (3) At least semi-annual inspections of all BMPs and stormwater systems. This requirement is satisfied by the quarterly housekeeping inspection program. An on -site review of the monitoring data during the inspection showed that all parameters were evaluated per the specifications of the permit. The results of the last sampling events were as follows: pH Total Suspended Solids Settleable Solids 12/1/10 7.8 37.5 mg/1 N.D 4121110 9.7 73.7 mg/1 N. D: Limit 6.0 — 9.0 30 mg/I 5 ml/l Since the last sample exceeded the site's permit limit for Total Suspended Solids and pH, you should consider making adjustments to your plant's settling ponds to decrease the amount of solids leaving the site. One option would be removing solids from the catch basins on a more regular basis. Please refer to the attached report for further details from the inspection.
