VAN DER VAART Secretary On May 24, 2016 Glen White of the North Carolina Department of Environmental Quality; Department of Minerals and Land Resources met with you at the Chandler Concrete Plant 1 10 on Railroad Avenue in Randleman to conduct a compliance inspection per the Industrial Stormwater Permit requirements. This inspection was conducted as part of an investigation following a complaint DEMLR received in reference to the facility. The complaint was about standing water on downstream properties and a growing mosquito population believed to be caused by washing out concrete trucks and leaving water running on a continual basis. Complaint suggest water was left running 24-hours a day. PerrAit: This facility holds General Stormwater Permit NCG140084 to discharge stormwater from industrial activity associated with Ready -Mix Concrete [SIC 32721 and like activities under the National Pollutant Discharge Elimination System (NPDES). This permit authorizes stormwater point source discharges.and process wastewater discharges. The permit became effective July 01, 2011 and expired June 30, 2016. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part I1, Section A of the permit. The SPPP along with monitoring and training records need to be updated annually and maintained onsite. All required components of the SPPP including the siteplan, training records, spill and monitoring records need to be maintained in one 3-ring binder that is within easy reach for maintenance, review and inspections by both your staff and by the inspector. It operates on an as needed basis and assist the Asheboro Facility. 4n average thb plant operates less that (3) three days per week. It is run remotely by the Asheboro Plant. Mr. Waegerle walked the site with the inspector before they investigated the downstream area of the complaint of standing water. The facility has a truck wash settling basin at its rear where trucks are washed out after concrete delivery. Solids settle out in that basin before emptying into a secondary basin where additional settling occurs. Water in the initial basin is cloudy blue/green as is to be expected. Water in the secondary basin is literally as clear as drinking water. The perimeters of the basins are well vegetated. There appears to be no obvious sediment leaving the site. Area of Complaint: The area of the complaint is downstream several hundred feet and on the other side of a wooded area. It is an old residential neighborhood where the complaint area is along the rear property line of several homes. Investigation revealed that there was standing water in this area and there was a population of mosquitoes. Further investigation revealed that a six inch HDPE had been installed in what should be an open natural drainageway. The pipe runs about 300 ft and was clogged. Inspector cleared a portion of pipe and water began to run at the other end located at a street culvert. Inspection found that the drainage problem is not being caused by Chandler Concrete. Property owners created the problem by installing an undersized pipe in a natural drainage path. The problem can be eliminated by the property owners if they are willing to remove the six inch pipe and replace it with an open vegetated ditch or swale. Effluent Receiving Waters: Effluent from this site drains to Polecat Creek, a Class C tributary of Randleman Lake, part of the Cape Fear River Basin. Self -Monitoring Program: Qualitative and Analytical Monitoring is required under current permit requirements and current operating procedures. Monitoring has been performed as required. Monitoring Records need to be maintained at the site. Keep records in the SPPP and maintain for a minimum of (5) five years.
