On January 13, 2010 a Compliance Inspection was performed by George Smith, of this office. Mr. Chad Loflin,
Vice -President was present for the inspection.
Permit
The NPDES general permit NCG140000 became effective on August 1, 2009 and expires on June 30, 2011.
The permit and supporting documents can be accessed at the following webpage.

Records & Reports
The Stormwater Pollution Prevention Plan (SPPP) had some of the basic requirements. Please refer to the
permit Part I1, Section A for the requirements needed for a complete SPPP.
There are three (3) stormwater outfalls that require monitoring. The monitoring is slightly different than we
discussed during the inspection. See the self -monitoring section of this report.
Facility Site Review
Secondary containment is around fuel and chemical tanks.
The stormwater and wastewater discharges drain into a holding pit, and is recycled. During heavy rain events,
the wastewater in the holding pit may be discharged.
The Process Wastewater Associated with Raw Material Stockpiles is a small area and does not discharge

The outside area of vehicle maintenance building is well kept. Please evaluate the quantity of new motor oil
usage. If you do not use greater than 55 gallons of new motor oil per month when averaged over a calendar
year, then no oil & grease sample is required.
Qualitative monitoring was last performed during 2003. Failure to maintain this monitoring was due to
negligence of a former employee. He was just recently dismissed, in part, for failure to perform permit
requirement duties.
Self -Monitoring Program
Outfall 001 — Recycle pond will require analytical sampling per Table 6, and qualitative monitoring per
Table 9.
Outfall 002 — Stormwater not associated with process water goes into a grass swale will require
analytical sampling per Table 1, and qualitative monitoring per Table 9.
Outfall 003 — Stormwater not associated with process water adjacent to the maintenance building will
require analytical sampling per Table 1, and qualitative monitoring per Table 9.
Please be advised that violations of the NPDES General Permit may be subject to civil penalty assessments of
up to S25,000.00 per day, per violation. Please insure that the analytical and qualitative monitoring are
performed as required per the permit.
This office recommends you thoroughly read and understand the permit. There are provisions in the permit that
may allow you some flexibility to meet permit requirements in a more economical manner. If you have any
