Monitoring Program Part III, Section B of the permit requires that semi-annual qualitative (visual) monitoring be performed and documented once in the spring (April - June) and once in the fall (September — November). A review of the facility files found that the qualitative monitoring has been conducted as required. Part 111, Section C of the permit requires that analytical monitoring be performed. A review of the facility files found that the analytical monitoring has been conducted as required. The analytical monitoring for on -site vehicle maintenance fisted in Section B of the permit is not required since the CEMEX plant uses less than 55 gallons of new motor oil per month when averaged over the calendar -year. This inspection evaluated the areas as designated on the attached inspection form. Observations from each area are addressed below: 1. Permit CEMEX Ready Mix Division holds Certificate of Coverage # NCG140012 for the discharge of stormwater from the facility. The General Permit became effective August 1, 2004 and expires July 31, 2009. 2. Records/Reports Part 11, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the SPPP was available for review. The plan contained all of the items required by the stormwater permit. 3. Facility Site Review Observations of the two outfalls at the facility did not reveal any concerns. The site appeared very clean and well managed. 4. Effluent/Receiving Waters Stormwater runoff from the facility reaches Lovill's Creek, Class "C" waters in the Yadkin/Pee-Dee River Basin. Monitoring Program Part 11, Section F of the permit requires that semi-annual qualitative (visual) monitoring be performed and documented once in the spring (April - June) and once in the fall (September — November). A review of the facility files found that the qualitative monitoring has been conducted as required. Part 11, Section C of the permit requires that analytical monitoring be performed. A review of the facility files found that the analytical monitoring has been conducted as required. The analytical monitoring for on -site vehicle maintenance listed in Section B of the permit is not required since the CEMEX plant uses less than 55 gallons of new motor oil per month when averaged over the calendar year.
