forwarding herewith the subject certificate of coverage to discharge stormwater under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the Division of
Energy, Mineral, and Land Resources. The Division may require modification or revocation and
reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Energy, Mining, and Land Resources, or permits required by the Division of Water
Resources, Coastal Area Management Act, or any other federal or local governmental permit that may be
required.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,

is hereby authorized to discharge stormwater from a facility located at
Buck Ash Beneflciation Facility
2214 N. Graham Street
Charlotte
Mecklenburg County
to receiving waters designated as Yadkin River, a class WS-V water in the Yadkin Pee -Dee
River Basin, in accordance with the effluent limitations, monitoring requirements, and
other conditions set forth in Parts I, II, I11, and IV of General Permit No. NCG130000 as
attached and as amended on page 2 of this Certificate of Coverage.
Amended conditions
1. This Certificate of Coverage is an enforceable part of the permit.
2. In accordance with 15A NCAC 02H .0114(b)(1), the monitoring program in Part H
Section B Table 1 Analytical Monitoring Requirements of this permit is amended
as follows:

must separate semi-annual sample dates, unless more frequent monitoring has been instituted (e.g.,

2 Grab samples shall be collected within the first 30 minutes of discharge.
3 Sample Location: Samples shall be collected at each stormwater discharge outfall (SDO).
4 For each sampled measurable storm event the total precipitation must be recorded from an on -site rain
gauge or from the from the nearby Combined Cycle Station rain gauge.

This certificate of coverage shall become effective March 18, 2019.

Duke Energy respectfully submits a Notice of Intent for applicable permit coverage under the General
Permit NCS 130000 for the Buck Ash Beneficiation Facility, located in Rowan County at the existing
Buck Combined Cycle Station.
On July 24, 2018, Duke Energy representatives met with the NCDEQ Stormwater Permitting to discuss
options for the Buck Ash Beneficiation Facility Stormwater permit. Due to the nature of operations at the
facility, the control of product during processing and packaging, and the rigorous Best Management
Practices to be employed by the facility, the General Permit NCS 130000 was recommended by the
NCDEQ Stormwater Permitting Section.
