Laboratory results are presented in Table 1, Attachment C. Table 2, in Attachment C, shows the historical laboratory results for Outfall # l and #2. The completed Semi -Annual Stormwater Discharge Monitoring Report is included as Attachment D. The analysis of the Jamtary 1011t sampling event rrom Weir A reported the COD at 33.0 mg/L, TSS at 53.00 mg/L, and the Fecal Coliform at 216.0 col/100mL. January 23, 2014 Mr. Scott Boyle Energizer Battery Manufacturing, Inc. 419 Art Bryan Boulevard Asheboro, NC 27203 RE: Semi -Annual Stormwater Sampling and Analytical Results — Jan. 2014 Energizer Battery Landfill at Randolph County Landfill, Asheboro, NC Pyramid Project # 2014-005 Energizer CMO #4500707627 Dear Mr. Boyle: As requested by Energizer, Pyramid Environmental & Engineering, P.C. has completed the stormwater sampling and analysis for the referenced site. The location of the site is shown on the site location map included in Attachment A. The Energizer Landfill is located within the Randolph County solid waste landfill and includes one outfall _(Weir A). A map showing the location of the outfall is included in Attachment A. Corrective Action Plan and Re -Grading of Energizer Landfill In November 2011, Energizer completed corrective actions at the landfill to direct all stormwater runoff from the active and inactive landfill cells to a retention pond on the east side of the property. Areas of the property were graded and soil berms were constructed to direct all stormwater to the retention pond. The purpose of the corrective action was to improve the quality of the stormwater runoff that leaves the property. As a result of the corrective actions, the two previously used outfalls were eliminated and a new outfall was created (Weir A). The v-notch weir that was previously located at outfall #02 was moved and installed on the down gradient side of the retention pond in the rip rap energy dissipation zone. Sample Collection and Laboratory Analysis The stormwater samples were successfully collected during a representative rain event on January 10, 2014 by Brett Higgins of Pyramid. The qualitative monitoring report was completed for Weir A by Pyramid and is included in Attachment B. The qualitative monitoring report describes the visual appearance of the stormwater run-off at the time of the sampling event. No unusual conditions were observed by Pyramid. The stormwater samples were placed on ice and transported to Research and Analytical Laboratories, Inc. in Kernersville, North Carolina. The samples were analyzed for fecal coliform, total suspended solids (TSS) and chemical oxygen demand (COD). P.O. As shown in Table 1, the detected concentration of COD, fecal coliform and TSS at Weir A do not exceed the benchmark values specified in General Permit NCG 120000. For comparison purposes, a table of historical analytical results for the former outfalls is also presented in Attachment C. A copy of the laboratory report for the January 2014 sampling event is included in Attachment C. Based on the results of the January 2014 semi-annual stormwater sampling event, monthly sampling and analysis is not required at Weir A at this time. Pyramid also completed the stormwater discharge monitoring report for Weir A as specified in General Permit NCG 120000. The completed monitoring report is included as Attachment D. A representative of Energizer is required to sign page two of the monitoring report and send the original and one copy to the address shown on the first page of the form. The next semi-annual sampling event will be performed between July 1 and December 31, 2014. The samples will be analyzed for the compounds as specified in the general permit. The location of the site is shown on the site location map included in Attachment A. The Energizer Landfill is located within the Randolph County solid waste landfill and includes one outfall (Weir A). A map 'showing the location of the outfall is included in Attachment A. Corrective Action Plan and Re -Grading of Energizer Landfill In November 2011, Energizer completed corrective actions at the landfill to direct all stormwater runoff from the active and inactive landfill cells to a retention pond on the east side of the property. Areas of the property were graded and soil berms were constructed to direct all stormwater to the retention pond. The purpose of the corrective action was to improve the quality of the stormwater runoff that leaves the property. As a result of the corrective actions, the two previously used outfalls were eliminated and a new outfall was created (Weir A). The v-notch weir that was previously located at outfall #02 was moved and installed on the down gradient side of the retention pond in the rip rap energy dissipation zone. Sample Collection and Laboratory Analysis The stonmwater samples were successfully collected during a representative rain event on January 10, 2014 by Brett Higgins of Pyramid. The qualitative monitoring report was completed for Weir A by Pyramid and is included in Attachment B. The qualitative monitoring report describes the visual appearance of the stormwater run-off at the time of the sampling event. No unusual conditions were observed by Pyramid. The stormwater samples were placed on ice and transported to Research and Analytical Laboratories, Inc. in Kemersville, North Carolina. The samples were analyzed for fecal coliform, total suspended solids (TSS) and chemical oxygen demand (COD). P.O. As shown in Table 1, the detected concentration of COD, fecal coliform and TSS at Weir A do not exceed the benchmark values specified in General Permit NCG 120000. For comparison purposes, a table of historical analytical results for the former outfalls is also presented in Attachment C. A copy of the laboratory report for the January 2014 sampling event is included in Attachment C. Based on the results of the January 2014 semi-annual stormwater sampling event, monthly sampling and analysis is not required at Weir A at this time. Pyramid also completed the stormwater discharge monitoring report for Weir A as specified in General Permit NCG120000. The completed monitoring report is included as Attachment D. A representative of Energizer is required to sign page two of the monitoring report and send the original and one copy to the address shown on the first page of the form. A qualitative monitoring report for both outfalls describing the visual appearance of the stormwater run-off at the time of the sampling event is presented in Attachment 13. Laboratory results are presented in Table 1, Attachment c The completed monitoring report is included as Attachment D. The results show that Outfall 401 is in exceedence for COD and Fecal Coliform, and was in exceedence for TSS during the previous reporting period. As a Tier 1 response, we will investigate the source of the high COD values so that we may identify the proper corrective actions for reducing the COD levels. Additionally, to address the TSS exceedences we are clearing out the weir, clearing out the sedimentation basin located before weir, and implementing better erosion control measures (e.g., hydro -seeding, use of mesh fabric barriers, etc.). We will begin monthly sampling for Fecal Coliform due to consecutive samplings in exceedence, as a Tier 2 response identified in General Permit No. NCG 120000. However, please note that the Fecal Coliform is due to the large quantities of deer droppings found throughout Cell #l, which feeds the Stormwater to Outfall # 1. On November 2, 2009, Micheal Mickey of NC DWQ inspected the site and noted that Cell #01 is not fenced and is a sole source for fescue and clover; a favored food source for deer during the summer. The results also show Outfall #2 is in exceedence for COD and was in exceedence for TSS during the previous several reporting periods. As with Outfail #1, we will begin monthly sampling of Outfall 92 for COD and TSS, as required by General Permit No. NCG 120000 for a Tier 2 response. As noted above we will investigate the source of the COD and once identified will take corrective actions. As indicated in Table 1, the detected concentrations of COD at outfall #01 and #02 and the fecal coliform concentration at outfall #01 exceed the cut- off concentrations specified in General Permit NCG 120000. The arithmetic mean for COD and TSS for the past thirteen sampling events exceeds the cut-off concentrations for both outfalls; therefore, continued analysis of these parameters will be required. The arithmetic mean for fecal coliforin at outfall #01 over the past thirteen sampling events also exceeds the cut-off concentration and continued analysis will be required. The arithmetic mean of the fecal coliform detected at outfall 402 over the past ten sampling events is below the cut-off concentration. Copies of Table 1 and the laboratory report are included in Attachment C. Pyramid also completed the stormwater discharge monitoring report for each outfall as required by NCG 120000. The completed monitoring report is included as Attachment D.
