The FedEx Ground facility is operating under North Carolina General Permit No. NCG080000 to Discharge Stormwater under the National Pollutant Discharge Elimination System (NPDES). In order to comply with the permit, the FedEx Ground facility conducts semi-annual analytical stormwater monitoring and qualitative stormwater monitoring. This report describes the Year 4 — Period 4 semi-annual qualitative and quantitative stormwater monitoring conducted in December 2016. As stated in the NPDES permit, the purpose of qualitative monitoring is to determine the effectiveness of the facility's Stormwater Pollution Prevention Plan (SWPPP or SWP3) and to assess new sources of stormwater pollution. The NPDES permit states that semi-annual qualitative stormwater monitoring shall be conducted at the stormwater outfall (OF-001). Stormwater outfall OF-001 discharges into an unnamed tributary to the Deep River. Representative outfall status is not permissible for qualitative monitoring. Analytical tests are not required as part of qualitative monitoring. Qualitative monitoring does not need to be conducted during a representative storm evert. Additionally, the NPDES permit states that semi-annual analytical stormwater monitoring shall be conducted at the representative outfall (OF-001). The analytical monitoring must be performed during a representative storm event. Prior to conducting monitoring activities, FedEx Ground Package System, Inc. personnel assisted ECS personnel in the identification of the stormwater outfall location. Project information is based on conversations between ECS and FedEx Ground Package System, Inc personnel and the previously cited NPDES Permit. 2. FIELD ACTIVITIES Qualitative and Quantitative Monitoring ECS visited the site on December 30, 2016. Discharge from OF-001 was not observed during the site visit. 3. TOTAL RAINFALL The permit requires that total rainfall be recorded. The National Oceanic and Atmospheric Association (NOAA) website (http:llwww.noaa.gov) reports the National Weather Service (NWS) Daily Summary weather conditions at the PTIA weather station KGSO. Daily weather history is provided by the NWS daily summary weather report for the Piedmont Triad International Airport in Greensboro, North Carolina. The daily summary weather report recorded a total of 0.23 inches on December 29, 2016. The NWS daily summary weather report is included in the Appendix. FINDINGS Discharge from OF-001 was not observed during the site visit on December 29, 2016. S. CONCLUSIONS The lack of discharge from OF-001 is likely due to the stormwater detention pond located up - gradient of the sample collection location and low rainfall amounts prior to December 29, 2016. 6. QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in stormwater assessments of this type. The FedEx Ground facility is operating under North Carolina General Permit No. NCGO80000 to Discharge Stormwater under the National Pollutant Discharge Elimination System (NPDES). In order to comply with the permit, the FedEx Ground facility conducts semi-annual analytical stormwater monitoring and qualitative stormwater monitoring. This report describes the Year 3 — Period 2 semi-annual qualitative and quantitative stormwater monitoring conducted in October 2015. As stated in the NPDES permit, the purpose of qualitative monitoring is to determine the effectiveness of the facility's Stormwater Pollution Prevention Plan (SWPPP or SWP3) and to assess new sources of stormwater pollution. The NPDES permit states that semi-annual qualitative stormwater monitoring shall be conducted at the stormwater outfall (OF-001). Stormwater outfall OF-001 discharges into an unnamed tributary to the Deep River. Representative outfall status is not permissible for qualitative monitoring. Analytical tests are not required as part of qualitative monitoring. Qualitative monitoring does not need to be conducted during a representative storm event. Additionally, the NPDES permit states that semi-annual analytical stormwater monitoring shall be conducted at the representative outfall (OF-001). The analytical monitoring must be performed during a representative storm event. Prior to conducting monitoring activities, FedEx Ground Package System, Inc. personnel assisted ECS personnel in the identification of the stormwater outfall location. Project information is based on conversations between ECS and FedEx Ground Package System, Inc personnel and the previously cited NPDES Permit. 2.0 FIELD ACTIVITIES 2.1 Qualitative and Quantitative Monitoring On October 28, 2015, ECS personnel collected a qualitative water sample from OF-001. The sample was collected during or immediately following a rain event. The samples were placed into new, clean containers that were provided by the laboratory. The containers were labeled with the project name, sample location, the date and time that the samples were collected, and the type of preservative, if applicable. The filled sample containers were then placed in a cooler containing ice to maintain them at approximately 4° Celsius. The samples were delivered on October 28, 2015 to Research & Analytical Laboratories, Inc. (R&A) in Kernersville, North Carolina for chemical analysis. A Chain of Custody Record was maintained during the sample collection and transportation process and is included in Appendix A. A field observation form is included in Appendix B. The sample was field analyzed for pH with a YSI 556MPS Water Quality Meter. Year 3 — Period 2 Semi -Annual Monitoring Report — October 2015 Event FedEx Ground Facility 1544 Old Greensboro Road Kernersville, North Carolina ECS Project No. 09-20423A January 5, 2016 3.0 TOTAL RAINFALL The National Oceanic and Atmospheric Association (NOAA) website (http://www.noaa.gov) reports the National Weather Service (NWS) Daily Summary weather conditions at the PTIA weather station KGSO. The permit requires that total rainfall be recorded. Daily weather history is provided by the NWS daily summary weather report for the Piedmont Triad International Airport in Greensboro, North Carolina. The daily summary weather report recorded a total of 0.46 inches on October 28, 2015. The NWS daily summary weather report is included in Appendix C. 4.0 FINDINGS On October 28, 2015, ECS personnel collected a qualitative water sample from OF-001. The following results are based on the visual observations from the water sample. Color The sample collected was light brown. Odor Weak metallic/oil odor. Clarity Clearness of sample was rated as a 2 on scale of 1 to 5. Floating Solids The sample collected did not contain floating solids. Suspended Solids The sample collected contained minimal suspended solids. Foam Some foam was observed at the outfall. Oil Sheen Oil sheens were not observed on the surface of the water in the outfall. 2 Year 3 — Period 2 Semi -Annual Monitoring Report — October 2015 Event FedEx Ground Facility 1544 Old Greensboro Road Kernersville, North Carolina ECS Project No. 09-20423A January 5, 2016 Obvious Indicators of Stormwater Pollution Obvious indicators of stormwater pollution were not observed at the outfall. Erosion or Deposition at the Outfall Erosion or deposition was not observed at the outfall. Outfall Structure Properly Functioning The outfall structure was functioning properly during the sampling event. The field observation form is included in Appendix B. Quantitative Monitoring The sample collected from OF-001 was analyzed for total suspended solids (TSS) and total petroleum hydrocarbons (TPH) as oil & grease (EPA Method 1644). Laboratory analysis did not detect a TSS concentration above the laboratory detection limit of <5.0 milligrams per liter (mg/L). Laboratory analysis did not detect TPHIOil and Grease concentrations above the laboratory detection limit of <5.0 mg/L. The sample collected from OF-001 was field analyzed for pH with a YSI 556MPS Water Quality Meter. The pH was measured at 6.02. The measurements/concentrations detected during this discharge event were below the benchmark values assigned in Part II, Section B of the permit. 5.0 CONCLUSIONS The facility's Stormwater Pollution Prevention Plan (SWPPP or SWP3) is functioning as designed. Based on analytical results, it is ECS's opinion that the storm water outfall OF-001 is not being impacted by surface pollution at the FedEx Facility. 6.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in stormwater assessments of this type. The FedEx Ground facility is operating under North Carolina General Permit No. NCG080000 to Discharge Stormwater under the National Pollutant Discharge Elimination System (NPDES). In order to comply with the permit, the FedEx Ground facility conducts semi-annual analytical stormwater monitoring and qualitative stormwater monitoring. This report describes the Year 2 — Period 2 semi-annual qualitative and quantitative stormwater monitoring conducted in December 2014. As stated in the NPDES permit, the purpose of qualitative monitoring is to determine the effectiveness of the facility's Stormwater Pollution Prevention Plan (SWPPP or SWP3) and to assess new sources of stormwater pollution. The NPDES permit states that semi-annual qualitative stormwater monitoring shall be conducted at the stormwater outfall (OF-001). Stormwater outfall OF-001 discharges into an unnamed tributary to the Deep River. Representative outfall status is not permissible for qualitative monitoring. Analytical tests are not required as part of qualitative monitoring. Qualitative monitoring does not need to be conducted during a representative storm event. Additionally, the NPDES permit states that semi-annual analytical stormwater monitoring shall be conducted at the representative outfall (OF-001). The analytical monitoring must be performed during a representative storm event. Prior to conducting monitoring activities, FedEx Ground Package System, Inc. personnel assisted ECS personnel in the identification of the stormwater outfall location. Project information is based on conversations between ECS and FedEx Ground Package System, Inc personnel and the previously cited NPDES Permit. 2. FIELD ACTIVITIES Qualitative and Quantitative Monitoring ECS visited the site on two occasions in December 2014 (December 6, 2014 and December 22, 2014). Discharge from OF-001 was not observed during the two site visits. 3. TOTAL RAINFALL The National Oceanic and Atmospheric Association (NOAA) website (http:/A&ww.noaa.gov) reports the National Weather Service (NWS) Daily Summary weather conditions at the PTIA weather station KGSO. The permit requires that total rainfall be recorded. Daily weather history is provided by the NWS daily summary weather report for the Piedmont Triad International Airport in Greensboro, North Carolina. The daily summary weather report recorded a total of 0.17 inches on December 6, 2014 and, 0.13 inches on December 22, 2014. The NWS daily summary weather report is included in the Appendix. FINDINGS Discharge from OF-001 was not observed during the two site visits (December 6, 2014 and December 22, 2014). 5. CONCLUSIONS The lack of discharge from OF-001 is likely due to the stormwater detention pond located up - gradient of the sample collection location and low rainfall amounts. 6. QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in stormwater assessments of this type. As stated in the NPDES permit, the purpose of qualitative monitoring is to determine the effectiveness of the facility's Stormwater Pollution Prevention Plan (SWPPP or SWP3) and to assess new sources of stormwater pollution. The NPDES permit states that semi-annual qualitative stormwater monitoring shall be conducted at the stormwater outfall (OF-001). Stormwater outfall OF-001 discharges into an unnamed tributary to the Deep River. Representative outfall status is not permissible for qualitative monitoring. Analytical tests are not required as part of qualitative monitoring. Qualitative monitoring does not need to be conducted during a representative storm event. Additionally, the NPDES permit states that semi-annual analytical stormwater monitoring shall be conducted at the representative outfall (OF-001). The analytical monitoring must be performed during a representative storm event. Prior to conducting monitoring activities, FedEx Ground Package System, Inc. personnel assisted ECS personnel in the identification of the stormwater outfall location. Project information is based on conversations between ECS and FedEx Ground Package System, Inc personnel and the previously cited NPDES Permit. 2. FIELD ACTIVITIES Qualitative and Quantitative Monitoring ECS visited the site on three occasions in June 2014 (June 9, 2014; June 20, 2014; and, June 27. 2014). Discharge from OF-001 was not observed during the three site visits. 3. TOTAL RAINFALL The National Oceanic and Atmospheric Association (NOAA) webske (httr)://www.noaa.00v) reports the National Weather Service (NWS) Daily Summary weather conditions at the PTIA weather station KGSO. The permit requires that total rainfall be recorded. Daily weather history is provided by the NWS daily summary weather report for the Piedmont Triad International Airport in Greensboro, North Carolina. The daily summary weather report recorded a total of 0.26 inches on June 9, 2014; 0.19 inches on June 20, 2014; and, 0.20 inches on June 27, 2014. The NWS daily summary weather report is included in the Appendix. CONCLUSIONS The lack of discharge from OF-001 is likely due to the stormwater detention pond located up - gradient of the sample collection location and low rainfall amounts. 6. QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in stormwater assessments of this type.
