Water Quality (DWQ) is forwarding herewith the reissued stoimwater general permit. This permit is reissued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.

Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility
for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or
decree.

Dear Mr. Isaacs:
On August 5, 2010, Mike Mickey of this off -tee met with you to perform a General Stormwater Permit
Inspection at the United Parcel Service facility in Archdale, NC. This inspection found the facility to be
compliant with the state issued stormwater permit. This inspection evaluated the five (5) areas designated on
the attached inspection form. Observations from each area are addressed below:
1. Permit
UPS holds Certificate of Coverage # NCG080184 for the discharge of stormwater from the site. The permit
expires next on October 31, 2012.
2. Records/Reports
Part L1, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP).
A cope of the SPPP, prepared by ERM. was reviewed during the inspection. This plan was found to be
thorough and addressed all items outlined by the permit. The plan is updated annually as required, contained
a Spill Prevention Response Plan and documented the employee training.
3. Facility Site Review
A tour of the property found the site to be clean and well managed. Observations at the fueling island
(13,300 gallon diesel UST) and around the buildings perimeters did not reveal any water quality concerns.
Truck washing occurs inside the facility and is discharged to municipal sewer.
4. Effluent/Receiving Waters
The SPPP site map shows two separate stormwater outfalls for the facility. Stormwater leaving the property
eventually reaches an unnamed tributary to the Uwharrie River, Class "WS-111" Waters in the Yadkin Pee -
Dee River Basin.

5. Monitoring ProiZram
Part II, Section D of the permit requires that qualitative (visual) monitoring be performed and documented
semi-annually. The inspection noted that this monitoring was being performed as required and was last
documented on 5/17/10 and 9/23/09. Qualitative records do not need to be submitted to the Division,
however, the records must be kept on file at the facility for a period of five years.
The UPS facility does not have to perform any of the analytical monitoring listed in the permit. The vehicle
maintenance activity monitoring listed in Part II, Section B of the permit is not applicable since UPS uses
less than 55 gallons of new motor oil per month when averaged over the calendar year. The oil water
separator and/or petroleum secondary containment monitoring listed in Part II, Section C of the permit is also
not applicable since the fueling island does not have any of these structures.

Comment: The current Stormwater Pollution Prevention Plan (SPPP) was prepared by
ERM in 2008. A review of the SPPP found it to be thorough and complete to comply
with Part II Section A of the permit . The SPPP included the required Spill Prevention
and Response Plan (SPRP) for the fueling island (13,300 gallon diesel UST) and the oil
storage containers inside the maintenance building. Employee training was well
documented and the plan was last updated on 4-20-10. Truck washing occurs inside
the building and any wastewater generated is discharged to municipal sewer through an
oil water separator.
